Lighting the flame of faith, uniting the hearts of the people, multipliing the strength of the great unity bloc
On the morning of September 3rd, the Politburo and the Secretariat organized a national conference to study, study, thoroughly grasp and implement a number of Resolutions and Directives of the Politburo.
The conference was held directly at Dien Hong meeting room (National Assembly House) connecting to provincial party committees, city party committees, party committees directly under the Central Government and grassroots-level bridge points.
At the conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Propaganda and Training Commission Trinh Van Quyet presented the Special Topic "Key and core contents of the Politburo's Resolution on the Strategy for ideological work in the new context".
Head of the Central Propaganda and Training Commission emphasized that ideological work is a particularly important part in the entire leadership activities of the Party; playing the role of leading the way to unify awareness, accompanying in organization and implementation and following the summary of practice, consolidating belief. Throughout the revolutionary process, ideological work has always ignited the flame of faith, gathered people's hearts, and multiplied the strength of the great national unity bloc.
From the limitations and weaknesses that have been frankly identified, Resolution No. 25-NQ/TW of the Politburo clearly points out: some Party committees, Party organizations, and heads have not fully understood, have not emphasized responsibility, and still show signs of "white entrustment" to specialized agencies. Slow innovation methods, "information management" thinking are still common, and the ability to lead social awareness is still limited.
The Resolution defines the overarching motto: "Proactive - Sharp - Persuasive - Effective". Proactiveness is not waiting for an incident to happen before speaking out.
Sharpness is correct, accurate, timely, with scientific arguments. Persuading to use reason and truth to conquer people's hearts, not imposing. Efficiency is measured by changes in awareness and action, not measured by the number of documents, the number of conferences.
One of the guiding viewpoints clearly stated in the Resolution is to shift the focus from information management to guiding social awareness, consolidating people's trust, and creating social consensus. This is the most important change in the mindset of the Resolution.
Information management is necessary, but in today's digital environment, managing alone is not enough and cannot be done; it is necessary to proactively provide official, public, transparent information, dialogue and absorb social feedback.
Shifting focus to leading social awareness
Regarding tasks and solutions, the Resolution clearly states strengthening the Party's leadership, innovating the leadership method of ideological work, and shifting focus to leading social awareness.
The core is to include the content of leadership and direction of ideological work and exemplary responsibility in annual reviews, assessments, and classifications; each major policy must have an assessment of ideological impact and accompanying propaganda, explanation, and dialogue plans;
Shift the focus of ideological work to the grassroots level, to each residential area; combine real space with digital space. Fundamentally innovate the grassroots information system; ensure the principle of one case - one focal point for speaking - one unified set of messages. Handling issues at the source, not allowing hotspots to form.
Innovate and improve the quality of propaganda, thoroughly grasp and implement resolutions and policy communication. Strongly shift from one-way communication to exchange, dialogue, and persuasion associated with implementation organization; Party secretaries directly thoroughly grasp resolutions; end the situation of formal, coping thoroughly.
Each resolution must have concise, easy-to-understand, easy-to-remember, easy-to-implement documents, clearly pointing out new points and things to do immediately. Annually issue a key policy communication plan; policy communication must go one step ahead, early, from afar,...
Ideological work is a very difficult job, because its target is belief - something that has been cultivated for a long time but can be damaged very quickly. But it is also the most decisive job, because all policies, all resources, all technologies must ultimately go through people, through people's awareness and feelings to become a real strength for national development.
The results of implementing this Resolution are measured by three very specific things: whether people have heard accurate, early and sufficient information; whether grievances at the grassroots level are detected and resolved right from the source and whether people's trust in the Party, State, and regime is increasing year by year" - Head of the Central Propaganda and Training Commission Trinh Van Quyet said.
