Localities are responsible for not proposing staff for the 2026-2031 period

The Ministry of Home Affairs requests ministries, branches and localities to urgently synthesize and propose the staffing for the 2026-2031 period according to job positions to the Ministry before November 26, 2025.

The Ministry of Home Affairs has just issued Document No. 10989 to ministries, ministerial-level agencies, and agencies under the Government; People's Committees of provinces and centrally run cities proposing staffing for the period 2026-2031 according to job positions.

Implementing the opinion of the Central Organizing Committee in Document No. 9151-CV/BTCTW dated July 29, 2025 on implementing the conclusions of the Politburo, the Secretariat and Document No. 9671-CV/BTCTW dated September 17, 2025 on completing job positions; proposing staff for the 2026-2031 period (attached), the Ministry of Home Affairs has issued Document No. 8091/BNV-TCBC dated September 17, 2025, requesting ministries, branches and localities to report the current situation and propose staff for the 2026-2031 period.

Based on the orientation of the Central Organizing Committee and the report of ministries, branches and localities, the Ministry of Home Affairs has developed principles and orientations to propose staffing needs for the 2026-2031 period.

Accordingly, in order for the proposed staffing for the 2026-2031 period of ministries, branches and localities to be implemented consistently in accordance with the requirements of the Politburo, the Secretariat and the Central Organizing Committee, based on the principles and orientations for proposing staffing needs for the 2026-2031 period, the Ministry of Home Affairs requests that ministries, branches and localities urgently synthesize the proposed staffing for the 2026-2031 period according to job positions according to the attached form.

The above proposal must be sent to the Ministry of Home Affairs before November 26, 2025 for synthesis and reporting to competent authorities for consideration and decision.

"After the above deadline, if ministries, branches and localities have not yet reported, they must take responsibility to competent authorities" - the Ministry of Home Affairs stated.
