At the Q3/2026 press conference of the Ministry of Home Affairs, reporters asked questions related to the Ministry of Home Affairs' recent request for ministries, agencies, and localities to review all cases of resignation according to Decree 178/2024 (amended and supplemented in Decree No. 67/2025) after the State Audit pointed out some errors.
Mr. Vu Hai Nam - Director of the Department of Organization - Staffing (Ministry of Home Affairs) said that Decree 178/2024 (amended and supplemented in Decree No. 67/2025) is a policy to resolve regimes for cadres, civil servants, and public employees when implementing the arrangement and reorganization of the administrative apparatus in the political system.
According to Mr. Vu Hai Nam, regarding the consideration and settlement of regimes for cadres and civil servants, in Decree 178 and Decree 67, the Government has thoroughly decentralized to agencies, ministries and localities to be responsible, from identifying the right subjects, fully implementing the correct procedures. When considering and identifying the right subjects, it is necessary to calculate and pay the right regimes and promptly.
According to Mr. Nam, through monitoring and preliminary conclusions according to State Audit data, ministries, branches, and localities have performed relatively well. The number of cases according to audit recommendations is not large, accounting for about 0.3%.
He believes that the audit recommendations mainly lie in the implementation stage. Specific assessments need to be fully implemented based on the explanatory reports of localities.
Mr. Nam also emphasized that policies are issued promptly, while ministries, branches, and localities implement them in a short time and with urgent progress. Decree 178 was issued on December 31, 2024, Decree 67 was amended and supplemented on March 15, 2025. Localities focus on resolving policies immediately after implementing organizational structure arrangements.
In the process of implementation, localities, ministries, and sectors also cannot avoid understandings and ways of doing things that are not really unified. Specific contents through inspection, audit and explanation reports of localities will be summarized by the Ministry of Home Affairs after receiving complete information on September 15.
Regarding the handling direction when violations are detected, Mr. Nam clearly stated: "The general spirit is that ministries, branches, and localities, after correctly identifying cases where there are errors, must proactively handle them promptly and recover them.
How to continue arranging and using these cases is also the responsibility of the localities. According to Mr. Nam, the locality bases its arrangement on the needs of use, job positions and related regulations.
If these cases wish to continue working in the State, relevant agencies and organizations are responsible for considering and resolving them according to their authority," Mr. Nam said.
