Today, the Politburo and the Secretariat organized a Conference to thoroughly grasp and implement Resolution No. 06-NQ/TW dated May 19, 2026 of the Politburo on implementing the foreign policy guidelines of the 14th Party Congress. This is the concretization of the guidelines and policies that have been identified by the 14th Party Congress, reflecting the Party's ideology and vision on foreign affairs to meet the requirements of national development in the new era.
Continuing Resolution 59-NQ/TW dated January 24, 2025 on international integration in the new situation, Resolution 06-NQ/TW sets out the goal of developing foreign affairs in the new period commensurate with the historical, cultural and position of the country, contributing to realizing the strategic goals of the country, building a peaceful, independent, democratic, prosperous, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
The comrades listened to speeches thoroughly grasping the Resolution and 8 presentations to help Party committees, Party organizations and each Party member better, deeper, and more fully understand the content of the Resolution; ensuring high unity in awareness and action in leadership, direction and organization of implementation at ministries, departments, branches, localities, each Party organization, to each Party member and People.

The world is witnessing major and breakthrough changes, unprecedented since World War II. These movements bring intertwined opportunities and challenges; strongly impacting all areas of social life and international relations. Countries that do not catch up with the situation, do not have appropriate countermeasures, are isolated, and self-isolated from the international cooperation environment will lag behind and not develop. Countries that are proactive in strategy, forecasting, response and cooperation will have advantages and the ability to rise up. Vietnam's development cannot be separated from the development of the region and the world. Therefore, closely and effectively combining national strength with the strength of the times, internal strength with external strength is a prerequisite for us to "stand shoulder to shoulder with the five continental powers" on the path of development.
In the history of the nation, domestic and foreign affairs have always gone hand in hand, complementing each other, "foreign affairs is the reach of domestic affairs". Hung Dao Dai Vuong Tran Quoc Tuan wrote in Binh thu yeu luoc "Harmony in the country requires less use of troops, harmony on the border is not afraid of alarm". Our ancestors knew how to combine the strength of the nation with exploiting external factors, both steadfastly protecting independence and self-reliance, and being flexible and friendly in diplomatic relations.
Our Party and President Ho Chi Minh always placed the Vietnamese revolution in relation to the region and the world, harmoniously combining national strength with the strength of the times to successfully carry out the revolutionary task. Uncle Ho taught "behind the issue of defense, diplomacy is essential for an independent nation". Thanks to the correct foreign policy, we have seized great international assistance for the cause of national liberation as well as in building and developing the country.
In the current context, whether the implementation of strategic goals to 2030 and 2045 with the country's development model in the new situation, with the pillar being science and technology, innovation, and digital transformation, is successful or not, a large and very important part depends on the effective implementation of foreign affairs, international integration synchronously with internal development.

The current situation poses new requirements for us to maintain a peaceful and stable environment, firmly protect independence, sovereignty, territorial integrity and national - ethnic interests; improve crisis prevention capacity early and remotely; maximize cooperation spaces for rapid and sustainable development; improve internal strength, resilience, and competitiveness of the economy; contribute to the international community in maintaining international order based on rules, fairness and transparency.
To meet those requirements, Resolution 06-NQ/TW focuses on concretizing the views of the foreign policy of the XIV Congress with 5 major arguments that shape ideology:
for the first time, foreign affairs has been identified as a "key and regular" task alongside national defense and security tasks. This is a major development in the Party's leadership thinking, accordingly, foreign affairs has become an important method, a key and regular task in the cause of building, protecting and developing the country. Foreign affairs in the new era must be at the forefront and at the center, contributing to identifying and resolving the risk of conflict and war from early on, from afar, from the starting point.
in the new period, foreign affairs are not only a tool to protect national and ethnic interests but also a way to show Vietnam's bravery, identity and stature in the international arena, a way to spread the values of Vietnamese civilization, creating respect, trust and influence in the international community.
Foreign affairs must be based on the spirit of "strategic autonomy" and "self-reliance". Strategic autonomy demonstrates the ability to master national destiny, position the right position, choose the right direction and proactively respond flexibly; self-reliance is to promote internal strength, national confidence to strengthen the nation.
Foreign affairs rise up to undertake a new mission, ensuring the highest national interests - nation; taking peace, independence, self-reliance, and self-strengthening as the foundation; putting people at the center of all policies; considering contributions to the international community as responsibility. Participating more deeply in world politics, international economies and human civilization.
Comprehensive foreign affairs is the cause of the entire Party and people, on the foundation of coordination and complementarity between 3 pillars: Party foreign affairs, state diplomacy, people's foreign affairs; close coordination between defense, security, foreign affairs; between parliamentary diplomacy and state diplomacy, and people's foreign affairs; between central committees, ministries, and sectors; with the widespread participation of localities, businesses and people; smooth combination of political, economic, technological, and cultural tools... to ensure the highest national and ethnic interests; maximizing and optimizing the overall strength of the country.

To make Vietnamese diplomacy in the new stage move from the state of Diplomacy protecting development space to Diplomacy building national development capacity; from market integration to market creation; from participating in the rules of the game to contributing to shaping the rules of the game and from growing individually to growing together with ASEAN, not only to stand firm between strategic competition but also to rise up to the art of diplomacy "unchanging, applying ten thousand changes" with technology, markets, standards, trust and position, I emphasize the following 5 major orientations:
First, promote the pioneering role of foreign affairs in preventing crisis risks early, remotely, from the starting point; create a favorable international situation for the country.
First of all, it is to firmly consolidate the "security - development belt". Top priority is to maintain and develop foreign relations with neighboring countries; strengthen political trust, strategic connection in infrastructure, energy, logistics, culture, science and technology... to intertwine long-term interests; closely coordinate to harmoniously handle border issues, water security, space security, non-traditional challenges; well control disagreements, resolve disputes by peaceful means. Consolidate solidarity, unity, enhance ASEAN's central role as well as proactively propose initiatives to promote ASEAN cooperation.
With large countries, proactively and actively shape, maintain and develop balanced, harmonious, mutually beneficial relations, not to fall into confrontation or dependence in relations. Increase strategic trust, effectively implement existing relationship frameworks, prioritize areas and methods of cooperation suitable for us, including economy, trade, science, technology, defense, security. With other partners, create substantive changes, maximize the room from existing cooperation frameworks and Free Trade Agreements (FTAs).
In the context of many fluctuations and uncertainties as at present, it is necessary to improve strategic management capacity. Especially to improve the quality of forecasting and inter-sectoral advice, not to be passive or surprised in any situation. At the same time, expand the depth of cooperation between the defense industry and the security industry; strengthen cooperation, information sharing, network security, rescue and relief exercises, peacekeeping...
Second, foreign affairs is a driving force to open up new development spaces and opportunities, closely linked to the country's socio-economic development process.
Foreign affairs must have a strategic, consistent and consistent vision, solving the big problem posed to the country to successfully implement strategic goals, become a developed country with high income and people must enjoy it; taking happiness and improving the material and spiritual life of the people as the foundation.
Foreign affairs shift the focus from "attraction" to "selection" and improve the quality of resources for strategic breakthroughs. Focus on diversifying markets, partners, and supply sources in the direction of increasing the content of value of Vietnamese goods; selecting foreign direct investment (FDI) capital sources, prioritizing high-tech projects, deep links with domestically, technology transfer; unlocking new financial sources: green ODA, climate credit, preferential capital for strategic infrastructure...
Good political relations need to be transformed into substantive cooperation projects and programs, anticipating new trends. Prioritize the full and effective implementation of international commitments and agreements to become a driving force for development. At the same time, promote technology diplomacy, create technology cooperation frameworks, especially in innovation, digital transformation, artificial intelligence, quantum, strategic minerals... , connecting with excellent innovation centers of the world and the region. Proactively negotiate and participate in shaping new rules of the game on data, artificial intelligence (AI), digital commerce, green standards and connecting foreign businesses and investors with domestic markets; supporting localities and Vietnamese businesses to access and reach out to foreign markets.
Third, demonstrate global responsibility, participate and contribute to common issues of the international community.
Vietnam needs to promote a positive voice, provide ideas, contribute to restoring trust and the effectiveness of multilateralism. We need to actively contribute to protecting the world order based on international law and the United Nations Charter; participate in reforming the global political and economic governance system towards greater equality and fairness as well as propose international frameworks, rules, and standards in new fields.
With new positions and strengths, we can rise up to play a core role, leading and participating in shaping multilateral mechanisms suitable to our specific interests, capabilities and conditions. Vietnam needs to actively participate in responding to global challenges, especially pressing and urgent issues such as climate change, sustainable development, food security, United Nations peacekeeping, rescue and relief, humanitarian aid... With the position being held in international institutions, we can take advantage of it to integrate Vietnam and ASEAN's priorities into the agenda.
Fourth, elevate the national position to be commensurate with the historical stature, cultural identity, economic potential and increasing political role of the country, contributing to human civilization.
As a country with a thousand-year-old culture, rich in national identity, achieving great and historically significant achievements in the renovation process. Foreign affairs need to continue to promote a peaceful and friendly foreign policy; the ability to handle international issues harmoniously, reasonably, and emotionally; uphold international law, turn "soft powers" into the consensus, support, and assistance of the international community to Vietnam. Proactively absorb the quintessence of human culture, contributing to fostering and enriching the national culture.
Unlock resources of the Vietnamese community abroad, connect the network of intellectuals, scholars, entrepreneurs, and students with the cause of national development. Innovate and modernize foreign information methods, spread the image of a self-reliant, innovative and responsible Vietnam. Turn cultural diplomacy and heritage diplomacy into internal resources contributing to the socio-economic development of the country and in each locality.
Fifth, build a comprehensive, modern, and professional diplomacy that is on par with the requirements of tasks in the new era.
Comprehensive, modern, and professional diplomacy must first of all show "the identity of diplomacy of the new era", crystallizing "the glorious tradition of national diplomacy, the revolutionary nature of diplomacy of the Ho Chi Minh era, the quintessence of world diplomacy and the spirit of diplomacy of the new era".
Especially, it is necessary to rise to the level of the leading group in the region and reach international level. Building a theoretical system on foreign affairs in the new era. Organizing the apparatus, allocating resources for foreign affairs work synchronously, reasonably, effectively, in accordance with international practices, gradually becoming regular, modern, and standardized; commensurate with the country's position and strength.
From the lesson our Party learned "cadres are the root of all work", in the new era, building a contingent of foreign affairs cadres "both red and specialized": "comprehensive" in bravery, qualities and intelligence, "modern" in thinking, working methods, "professional" in style and working style. Especially arousing the spirit of "6 dare": "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate and create, dare to face difficulties" for the benefit of the country.

Synchronize with other strategic Resolutions, with the goal of "understanding deeply, doing it right, doing it thoroughly, doing it effectively"; thoroughly grasp the Resolution to act, act to create change, change to bring about substantial results. In that spirit, I emphasize 4 major issues in implementation organization:
clearly defining foreign affairs as the cause of the entire Party, the entire people, the entire army, the entire political system, of all levels from central to local, under the comprehensive and absolute leadership of the Party and the unified management of the State. The Party leads with foreign affairs guidelines and policies and through direction and organization of implementation. If the foreign affairs guidelines of the XIV Congress are the crystallization of the vision and political will of the Party, then the contents of Resolution 06-NQ/TW are necessary and important concretizations to realize that vision and political will. The implementation of the Resolution is not only of foreign affairs agencies but of all levels of Party committees, agencies, organizations, and localities. It is necessary to thoroughly grasp President Ho Chi Minh's teaching "real strength is like a gong, diplomacy is like a sound. If the gong is good, the sound will resonate far away". By doing their job well, each ministry, sector, and locality also makes worthy contributions to foreign affairs work.
quickly concretize the Resolution into programs and action plans for implementation of all departments, ministries, branches, and localities, associated with the implementation of the Government's Action Program, in which clearly define goals, tasks, roadmaps and specific assignments. Take specific, practical, and substantive results as a measure of effectiveness, eliminate formalistic and ostentatious thinking. Promote implementation discipline, regularly inspect and supervise the implementation of the Resolution, thereby improving transparency and timely policy response capacity.
Strongly innovate the mechanism of inter-sectoral and inter-field coordination, between the Central Government and localities in foreign affairs work: Closely and smoothly combine Party foreign affairs, state diplomacy (including National Assembly foreign affairs), people's foreign affairs; between foreign affairs and defense, security; between political diplomacy and economic, cultural, scientific, and technological diplomacy... create a combined strength of foreign affairs, making foreign affairs become a unified and strong front in which high-level diplomacy is the main driving force, leading and orienting. Promote the application of digital technology, big data and real-time monitoring systems for the implementation of the Resolution, especially the system for monitoring, urging, and supervising the implementation of international commitments and agreements.
consolidate the directing apparatus, coordinate the implementation of the Resolution, especially the establishment of the Central Steering Committee for Foreign Affairs and International Integration; prepare to deploy the development of a comprehensive foreign affairs strategy at a new height. At the same time, build a contingent of foreign affairs officials with the ability to organize implementation, dare to think, dare to do, dare to take responsibility. Overcome weaknesses and stagnation in the implementation stage, taking substantive results as a standard for evaluating officials.
