Dear leaders and former leaders of the Party and State; leaders of Party committees at all levels, leaders of central and local departments and agencies,

Dear comrades, cadres, party members, compatriots nationwide attending the Conference at the bridge points,

The 14th National Party Congress was very successful, opening a new stage of national development with a long-term vision, clear goals, and high political determination of the entire Party, people, and army. The Congress marked an important turning point in the revolutionary cause; affirming the Party's bravery, intelligence, and leadership capacity in orienting the future of the nation in the context of a deep and complex changing world.

The Resolution of the 14th Party Congress is a profound summary of theory and practice; expressing the will and aspirations of the entire Party and people determined to successfully build a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.

Today's conference opens up a widespread political activity space to unify will and action, creating a foundation to bring the Resolution of the 14th Party Congress into life. With 10 important topics presented by Politburo members and leaders of central agencies, the Conference clarified key issues in the immediate future that need to be implemented and identified major orientations that need to be implemented in the entire term and in the future, thereby deepening awareness of the nation's development path and the requirement to innovate leadership thinking and the Party's ruling methods in the new era.

To transform the spirit and stature of the Resolution of the 14th Party Congress into a unified action program throughout the Party, the entire people and the entire army, I would like to emphasize a number of issues as follows:

All achievements of the country are associated with periods when the correct policies are organized and implemented drastically, synchronously and effectively.

Looking back at 80 years of building and developing the country, especially 40 years of Doi Moi, it can be affirmed that the Doi Moi decision of our Party is a correct decision of a timely and historical significance, originating from the vivid reality of the country, from the political bravery of a genuine revolutionary Party, daring to look straight at the truth, daring to innovate for the benefit of the people and nation. From a poor, backward country, devastated by war, besieged and embargoed for decades... But Vietnam bravely overcame it, gradually rising to become a developing country with a middle-income income, deeply participating in the world economy, affirming its increasingly high position in the international arena. The reality of the Vietnamese revolution shows that all achievements of the country are associated with periods when the right policies are organized to be implemented drastically, synchronously and effectively, and organization of implementation is the key factor to turn the Resolution into specific results.

We have achieved quite high growth rates for many years, but the quality of growth, sustainability and "economic resilience" are still very limited. We have deeply integrated into the world economy, but the level of "technology mastery, labor productivity and endogenous competitiveness" of the economy is still not commensurate with the potential of the country and the expectations of the people. We have built a relatively synchronous political system, but the effectiveness and efficiency of "national governance, discipline, administrative discipline and quality of policy implementation" are still far from the requirements of national development.

Therefore, the current requirement is not only to affirm the right path of innovation, but more importantly, to innovate strongly, drastically and deeply in development thinking, growth models, and "especially in organizational implementation capacity". The most fundamental bottleneck today does not lie in the guidelines, but lies in the ability to turn the guidelines into specific development results.

To meet the increasingly high requirements for the country's development process in the new period, we must unify and be decisive in the consistent thinking of strongly shifting from "talking" to "doing", from awareness to action. The Congress documents have clearly and resolutely overcome the situation of "talking more and doing less", "talking well, doing poorly", "talking does not go hand in hand with doing", ending bureaucratic and formalistic working styles. Each Party committee, each Party organization, each cadre, party member, especially the head, must uphold the spirit of responsibility, set an example in turning policies into reality.

Five key points of decisive significance in organizing the implementation of the Resolution of the 14th Party Congress

The Resolution of the 14th Party Congress has identified the strategic development goals of the country in the new period and set out the requirement to improve the ability to realize the goals into specific, measurable results, and for the people to directly benefit. On that basis, it is necessary to focus on implementing 5 key points of decisive significance in the organization of the implementation of the Resolution.

First, focus on improving the capacity to institutionalize and concretize resolutions into policies and laws. Ensure that each major Party policy must be transformed promptly, synchronously and consistently into a feasible, stable and transparent system of mechanisms, policies and laws. Institutions are not only tools for state management, but must become a driving force for development, liberating production capacity, unlocking social resources and creating a favorable environment for innovation. Thoroughly overcome the situation of Resolutions being correct but policies being issued late, lacking synchronization or difficult to implement. Ensure the unity between the Party's strategic goals and the State's legal system and the implementation capacity of the administrative apparatus.

Second, reform the method of organizing implementation and enforcement discipline. Ensure that all action programs are designed on the basis of clear goals, specific roadmaps, transparent assignment of responsibilities and strict inspection and supervision mechanisms. It is necessary to strongly shift from the method of "management based on administrative orders" to "management based on results"; from evaluation by "formal reports" to evaluation by "specific development products" and "substantial social impacts". Enforcement discipline must become an action principle of the entire political system, ending the situation of avoidance, stagnation, and shirking responsibility in organizing the implementation of resolutions.

Third, consider the effectiveness of development and the satisfaction of the people as the highest measure of the implementation of the resolution. Ensure that each policy must answer the core question: "what benefits does it bring to the country, to the people and to the long-term development of the nation?" The value of the resolution is not only affirmed by its theoretical correctness, but must be tested by the quality of growth, by improving people's lives. When the resolution truly creates positive changes in socio-economic life, enhances national capacity and expands development opportunities, then the resolution will have sustainable political and historical value.

Fourth, build a contingent of cadres with the ability to organize implementation, dare to think, dare to do, dare to take responsibility for the common good. Breakthroughs in action must pay special attention to "human breakthroughs". It is necessary to build a contingent of cadres with sufficient political bravery, intelligence, organizational capacity and dare to take responsibility for the common good. Overcome the situation of cadres who are good at advising but weak at organizing implementation, taking practical results as the most important standard for evaluating cadres. At the same time, form a mechanism to protect those who dare to think, dare to do, dare to innovate for the benefit of the country.

Fifth, linking the implementation of the resolution with the innovation of the Party's leadership methods and improving the effectiveness of national governance. The Party leads by guidelines, policies, by organizational implementation capacity, by setting an example and by political prestige, through inspection and supervision work; leading through the State, through the Fatherland Front and socio-political organizations... In the new period, the innovation of leadership methods must aim to build a modern socialist rule-of-law state, an effective, disciplined, transparent and serving the People national governance.

Promoting the role of the entire political system in organizing the implementation of the Resolution of the XIV Congress

Narrowing the gap from the resolution to the actual results is the measure of the Party's leadership and ruling bravery. That is also the standard for history to evaluate today's generation of cadres and party members by the development achievements that the country has achieved, by the practical values that the people have enjoyed, and by the people's trust and love for the Party.

First of all, the Central Party agencies are responsible for playing a central role in orienting and strictly controlling the organization of the implementation of resolutions nationwide, ensuring unity between strategic thinking, policy design and implementation results in the entire political system, "proactively detecting early deviations between policies and practices", "between set goals and implementation capacity", promptly adjusting orientations, removing bottlenecks and rectifying manifestations that reduce the effectiveness of Party leadership. The requirement is that each resolution must be accompanied by a framework for implementation control, in which it clearly defines the ultimate goals to be achieved, mandatory inspection milestones, and political responsibility of each Party committee and each head.

The National Assembly strongly promotes its legislative and supreme supervisory role, ensuring that all major policies of the Party are timely, synchronous and feasible in the legal system. Each promulgated law must be truly capable of paving the way for development, removing barriers, unlocking resources, not creating additional procedures, not generating unreasonable compliance costs for people and businesses. Legislative work must originate from the development requirements of the country, from the reality of socio-economic life, overcoming the mindset of making laws heavily focused on management, lightly focused on creation and serving development.

National Assembly's supervision must be carried out in the direction of supervising to the end, closely linked to the responsibility of overcoming and the final result. Not only stopping at detecting inadequacies, but also requiring clear solutions for amendments, deadlines for completion and the main responsible agency. Agencies and fields that prolong institutional bottlenecks, obstruct development resources, and hinder innovation must be clearly identified with responsibilities and have specific handling roadmaps, not allowing the situation of repeated petitions but slow changes.

Through legislative activities and supreme supervision, the National Assembly must contribute to improving the quality of institutions, consolidating discipline and order in state management and creating a stable, transparent, and favorable legal environment for rapid and sustainable development. Thereby affirming the role of the National Assembly in realizing the major resolutions of the Party and meeting the expectations of the People in the new development stage of the country.

The Government and ministries and sectors must strongly shift from the role of "promulgating policies" to the role of "organizing policy implementation to the end", taking substantive development results as a measure of management capacity. In which, the focus is on focusing resources, mechanisms and management capacity to form and effectively promote strong growth poles, key economic regions, dynamic urban areas and new generation special economic zones with regional and international competitiveness. The organization of implementation must aim to create new development spaces with great spillover effects, leading growth and economic restructuring in depth.

On that basis, it is necessary to proactively deploy the construction of international financial centers, high-quality service and tourism centers, develop large-scale logistics centers, closely linked to the seaport system, international transshipment airports and key international border gates in the direction of modernity, smartness, and high automation. At the same time, it is necessary to consider improving technological autonomy capacity, capacity to participate and master supply chains in key areas as a strategic task, directly linked to ensuring economic security, improving the resilience of the economy and consolidating the national position in the regional and global value chain.

Strongly innovate the inter-sectoral, inter-regional and inter-level coordination mechanism, especially for strategic infrastructure projects, new development spaces and large value chains. It is necessary to thoroughly overcome the localized thinking of sectors and localities. Establish a unified coordination mechanism, a focal point responsible to the end for each key program and project, ensuring that the Central Government's policies are implemented smoothly from the central to the grassroots level. Along with that, it is necessary to innovate management tools, promote the application of data, digital technology and real-time monitoring systems in management and development management. The evaluation of results must not only be based on periodic reports, but must be based on data, indicators and actual impacts, thereby improving transparency, implementation discipline and timely policy response capacity.

The Vietnam Fatherland Front and socio-political organizations are responsible for promoting the role of supervision, social criticism and mobilizing "people and businesses to participate in the implementation of resolutions and supervision from the grassroots level to the Central level" through technology platforms. Supervision and criticism must be substantive, focusing on issues of direct concern to the people, bottlenecks in policy implementation and specific social impacts of resolutions. Promptly and truthfully reflect the opinions, aspirations and legitimate recommendations of the people so that the Party and State can adjust guidelines and policies to suit reality.

Along with that, it is necessary to strongly innovate the methods of mobilizing and gathering the masses in the direction of being close to the people, based on data, dialogue and two-way interaction, avoiding bureaucratization and formalization of the activities of the Front and socio-political organizations. Each organization must truly become a reliable bridge between the Party, the State and the People, contributing to consolidating social trust and creating high consensus in the process of implementing major policies.

When the People understand correctly, trust and directly participate in the implementation and supervision of the resolution, the strength of the great national unity bloc will be fully awakened and transformed into a great and sustainable development driving force for the country in the new period.

Local authorities at all levels must truly become the leading spearhead in organizing the implementation of the Resolution, the place to directly turn the Party's policies into specific development results in socio-economic life. The organization of implementation in localities must aim for substantive results, reflected in sustainable economic growth, improving people's lives, improving the quality of public services and the investment-business environment. Not chasing after formal targets, embellishing achievements, but taking long-term development efficiency and people's satisfaction as a measure to evaluate the leadership and management capacity of local authorities.

Absolutely do not expect, do not rely on the Central Government, do not mechanically copy the models of other places. Instead, it is necessary to promote the spirit of self-reliance, creativity, daring to think, daring to do and daring to take responsibility within the framework of the law and the general orientation of the Party. Any locality that delays reform, wastes resources, and misses development opportunities must first of all be responsible to the Party and the People.

Promoting the leading role of local authorities is an important condition to narrow the gap from resolutions to life, ensuring unity between the Central Government's policies and the rich and diverse practices of each region and each locality, thereby creating a breakthrough for even and sustainable development for the whole country.

In the new development stage, "responsibility discipline must be put first". Task assignment must go hand in hand with a clear inspection, evaluation and handling mechanism. If a collective does not complete its tasks, the head must be responsible, and must not use the collective to cover up personal responsibility. Individuals who do not meet the task requirements must know how to withdraw themselves. Those who promise but do not do, do but do not achieve results must be considered for replacement or rearrangement of work.

It is unacceptable to allow the situation where the resolution is correct, the organization of implementation is weak, slow, and ineffective without anyone taking specific responsibility. It is unacceptable for weaknesses in organization and people to slow down the country's progress, because time is a particularly important development resource and cannot be regenerated, and delays in organization of implementation not only waste resources, but also slow down the pace and lose opportunities for the country's development.

Dear comrades, dear conference,

In front of us are very heavy tasks, but also great opportunities if we know how to grasp them and act decisively. The future development of the country depends greatly on the spirit of responsibility, political bravery and action capacity of each Party Committee, each Party organization and each cadre and party member, especially the leader.

I propose that, immediately after this Conference, Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations urgently concretize the Resolution of the 14th Party Congress into a program and action plan suitable to functions, tasks and practical conditions. Clearly identify what needs to be done immediately, breakthroughs that need to be focused on leadership and direction, matching words with deeds, doing it thoroughly, and achieving specific results.

On the occasion of the upcoming Binh Ngo New Year, I would like to wish the leaders, former leaders, party members, comrades attending the Conference and compatriots and soldiers nationwide good health, happiness and success.
