Today, in the joyful and proud atmosphere of celebrating the 96th anniversary of the glorious founding of the Communist Party of Vietnam, when the entire Party, people and army joyfully celebrate the resounding success of the 14th National Party Congress, we solemnly organize the 2026 Excellent Party Cell Secretary Commendation Ceremony and award the National Press Award for Party Building - the 10th Golden Hammer and Sickle Award. On behalf of the Party and State leaders, I cordially send to the leaders and former leaders of the Party and State, distinguished delegates, typical Party Cell Secretaries and journalists and all Party members and compatriots my warm regards and best wishes for a new year.

On February 3, 1930, the Communist Party of Vietnam was born, marking a great turning point in the nation's history, deciding the path of national liberation, construction and development of the country. Through 96 years of revolutionary leadership, our Party has always steadfastly pursued the goal of national independence associated with socialism, constantly innovating, self-rectifying, improving leadership capacity and combat strength, leading the country and nation to overcome countless difficulties and challenges, and achieve great victories of historical significance.
The 14th National Congress of the Party is a new milestone in the 96-year process of the Party leading the Vietnamese revolution. The very successful success of the 14th Congress has shown the aspirations, belief, will, determination and new development vision of the Party and our nation. This is a solid premise for the entire Party, people, and army to be strategically autonomous, confident, self-reliant, and move forward strongly in the new era, successfully implementing the Resolution of the 14th Congress, for a peaceful, independent, democratic, rich, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.

The term of the 13th Party Congress takes place in the context of the world and regional situation having many rapid and complex changes; difficulties and advantages intertwined, but under the correct leadership of the Party, our country has maintained its strategic initiative; economic growth at a high rate, political and social stability has been maintained, national defense and security have been ensured; people's lives have been improved; Vietnam's international position and prestige have been constantly enhanced.
In the proud achievements of the XIII Congress term, there is a direct, persistent and extremely important contribution from grassroots Party organizations, each Party cell, each party member and especially the team of Party cell secretaries - those who play a leading core role at the grassroots level, the closest to the people, the most practical. Party cell secretaries play the role of both "political core" in leading and orienting Party cells to implement Party resolutions, and "architect" in organizing, operating, and assigning tasks to party members, and also a "bridge" between the Party's will and the people's hearts. The prestige and persuasiveness of each Party cell secretary to Party members and the masses are obtained from setting an example, pioneering innovation, daring to think, daring to do, daring to take responsibility for the common good, deciding the leadership capacity and combat strength of the Party cell.
96 Party Cell Secretaries were commended at today's ceremony, representing more than 250,000 Party cell secretaries throughout the Party, truly exemplary examples of political bravery, morality, lifestyle, with scientific and creative leadership methods; knowing how to link Party building work with political tasks, socio-economic development, production and business work; creating solidarity and unity in the Party cell and the trust of the masses.
The Central Government's first organization of the Ceremony to commend outstanding Party Cell Secretaries shows the Party's special concern for Party building work from the grassroots level, from the Party cell - the place that directly implements and effectively tests all Party guidelines and resolutions. The commendation ceremony is not only a recognition and worthy honor for the persistent, silent but extremely important contributions of the team of Party cell secretaries, but also a strong message about placing the focus on building the Party from the root, arousing pride, responsibility and motivation to strive in the entire team of cadres and party members at the grassroots level, contributing to improving the leadership capacity and combat strength of the Party organization in the new period.

For the task of Party building, information and propaganda work plays a particularly important role in creating social consensus, strongly promoting cultural values and the strength of Vietnamese people; arousing the aspiration to develop a prosperous, civilized, and happy country; strengthening the trust of cadres, party members and people in the Party's leadership. The Golden Hammer and Sickle Award, which has been organized continuously for the past 10 years, is a meaningful activity, contributing to affirming the position and role of the press in Party building and the political system, widely spreading good practices, innovations, and advanced examples in quickly bringing Party resolutions into life.
The works participating in and winning the Golden Hammer and Sickle Award this year vividly and promptly reflected the events, political activities, and important tasks of the Party, deeply reflecting the current issues of Party building and rectification and the political system, the situation and results of 5 years of implementing the Resolution of the 13th Party Congress along with the resolutions of Party Congresses at all levels, especially the implementation of the revolution in the organizational structure of the political system from the Central to the grassroots level associated with arranging and adjusting administrative boundaries, organizing the 2-level local government model; the improvement of institutions on Party building and political system building; continuing to innovate the Party's leadership methods, improving the organizational capacity to implement the Party's guidelines and policies along with breakthrough tasks and solutions in socio-economic development and Party building...
I highly appreciate the fact that more and more works have discovered and addressed inadequacies, limitations, issues raised in Party building and rectification work, pressing issues, current "bottlenecks" and finding answers, strengthening criticism, combativeness, and constructiveness... Many works have attracted public attention and contributed to suggesting and proposing practical solutions to help Party committees and authorities at all levels remove difficulties and obstacles, promote development; widely disseminate the major policies of the Party, helping cadres, party members and people to correctly understand and act correctly.
The team of revolutionary journalists has truly integrated into the flow of real life, clearly demonstrating the role of spreading ideology and accompanying the great steps of the Party, promoting faith, responsibility, and aspiration for development in all strata of people. These contributions are the fruits of creative labor, proof of the outstanding maturity in thinking, skills, bravery, intelligence and social responsibility of the Vietnamese revolutionary journalistic team, reflecting the spirit of responsibility, consensus, and joint efforts of the entire Vietnamese revolutionary journalistic team with the cause of building, developing, and protecting the Fatherland, with the work of building and rectifying the Party and the political system.
On behalf of the Party and State leaders, I acknowledge and highly appreciate the great contributions of the team of Party committee members and Party cell secretaries throughout the Party and the press nationwide in the past time; praising the initiatives of the Central Organizing Committee, the Party Central Committee Office, the efforts of the Steering Committee, the Organizing Committee of the Awarding Ceremony for Outstanding Party Cell Secretaries and the 10th Golden Hammer and Sickle Award. Sincerely congratulating the 96 outstanding Party cell secretaries who were honored and the authors and works awarded the 10th Golden Hammer and Sickle Award, along with collectives and individuals who made many contributions to the success of this press award on Party building.

From 2026, the Excellent Party Cell Secretary Commendation Ceremony will be held periodically every year. To make the activities of commending excellent Party Cell Secretaries proving meaningful, Party committees and Party organizations at all levels need to thoroughly grasp and raise awareness and responsibility about the importance of improving the quality of the Party cell secretary team. Focus on creating conditions for cadres, party members and people to participate in contributing opinions to build a team of Party cell secretaries to ensure the core role and comprehensive leadership of the Party at the grassroots level. Each Party cell secretary must innovate methods, leadership styles, working styles, improve political bravery, action capacity, and professional skills in Party work to meet the requirements of tasks in the new period.
I propose that press agencies, professional and non-professional writers focus on the key tasks of the XIV Congress term. Information and propaganda work must truly be an inspiring "firecracker", a "battle drum" to encourage the entire Party, people and army to maximize the spirit of "autonomy, confidence, self-reliance, national pride", and successfully implement the Resolution of the XIV Party Congress. Press works, especially press works written about Party building, need to be modern and creative, suitable for information development in the digital age, must be vivid proofs, showing the political determination of Party committees and Party organizations at all levels in strengthening construction, rectification, and innovation, contributing to making our Party truly moral, civilized, upgrading and improving the effectiveness and efficiency of leadership, ruling and combat strength of the Party.
On the occasion of the New Year 2026 and preparing to welcome Binh Ngo Spring, I respectfully wish the leaders, former leaders of the Party and State, delegates, Party cell secretaries and the team of journalists, party members, and compatriots good health, happiness, peace and many successes.
