Dear delegates attending the Conference,
The 13th Conference of the 13th Party Central Committee has completed all the contents and programs set out. Each issue is carefully prepared, thoroughly discussed, and resolved with high consensus, including many "backbone" contents directly related to the success of the 14th National Congress of the Party, to the goal of rapid and sustainable development, to improving the real life of the people.
In between the two conferences, the Politburo worked very urgently and resolutely, holding 10 sessions, giving opinions on 88 issues and issuing 16 conclusions to promptly orient and institutionalize the contents of the 12th Central Conference and the Resolution of the 13th Congress in the "acceleration" and "finishing" stages. The focus is on preparing for the Party Congresses at all levels, towards the 14th National Congress of the Party, prioritizing the content of the Draft Documents and personnel preparation; preparing for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; innovating Party building work, personnel work; issuing a framework for titles for cadres under the Politburo, the Secretariat for Management and cadres for leadership and management at all levels; periodically assessing cadres, the quality of activities of grassroots party organizations in the entire Party; promoting socio-economic development, caring for people's lives; removing institutional obstacles, perfecting two-level local governments and continuing to arrange and streamline the apparatus in the political system, building standards, decentralizing policies, decentralizing and implementing public security; consolidating public security and order; coordinating public security and order; coordinating the effectiveness of public security and order; coordinating the effectiveness of public security and order.
This 13th Central Conference discussed frankly and scientifically and highly agreed on many important policies and decisions. We can generalise the 4 main results:
Firstly, the Central Executive Committee approved the Documents submitted to the 14th National Party Congress; agreed to introduce the personnel of the Central Executive Committee and the 14th Central Inspection Committee; gave opinions on the time, content, program, working regulations, and election regulations of the 14th National Party Congress with the motto of ensuring compliance with the regulations, innovation, science, efficiency, and practicality. In particular, the content of the Documents is designed in a concise and practical direction, clearly orienting institutional-infrastructure-manpower breakthroughs, digital and green transformation, regional linkages, and national development towards autonomy and sustainability.
Second, Through the conclusion on the Report on the implementation of the 2025 socio-economic plan; determined to complete the remaining targets of the 5-year plan 2021-2025; prepare the basis for the 2026 socio-economic plan and the 2026-2030 finance - budget in the spirit of macro-stability, public debt safety, priority investment in development and security.
Third, clearly identify institutional bottlenecks that need to be resolved immediately within the authority of the Central Government; unify the mechanism of monitoring - checking - periodically assessing, publicizing the responsibility of leaders, encouraging those who dare to think and dare to do for the common good.
Fourth, unify major orientations and methods of organizing the implementation of the conclusions of the 13th Central Conference and the conclusions of the Politburo in the past; Establish the operating principle of "discipline goes first - Resources go together - Results are a measure".
The Central Executive Committee has decided on a number of issues on the work of ministries according to its authority.
The spirit throughout this Conference is to take results as a measure, take the People as the center, take discipline as the foundation, and take innovation as the driving force. Through frank, democratic and responsible discussions, the Central Executive Committee agreed on the following 9 major orientations.
Firstly, prepare well for the 14th National Party Congress: (i) Continue to supplement and improve the contents of the Documents to be concise and profound, demonstrating a strategic vision, affirming three strategic breakthroughs in new conditions ( institutionalization - infrastructure - human resources), clarifying digital transformation - green transformation, smart regional-urban linkages, focusing on marine economy, cultural economy; importantly, qualifying targets, clarifying implementation roadmaps. (ii) Personnel must ensure qualities - capacity - prestige - integrity - efficiency, resolutely not let anyone run for office, run for power, corruption, negativity, no greed for others, and no need to be afraid of being small-scale; promote the example of a leader, promote real talent, arrange the right person, the right job, and at the right time.
Second, complete and exceed the remaining targets of the Resolution of the 13th National Congress, Socio-Economic Development tasks in 2025, 5-year plan 2021-2025. Continue to maintain macroeconomic stability, control inflation, create room for investment - consumption - export; accelerate the disbursement of public investment "correct - accurate - fast - effective"; strongly improve the business environment, reduce compliance costs, deploy one-stop-shop public services on the basis of interconnected data.
Third, actively prepare for the 10th session of the 15th National Assembly and carefully prepare for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Review the legal framework and process; ensure democracy, discipline, and transparency; proactively implement personnel and organization plans, so that the election is truly a broad political activity, strengthening the people's trust.
Fourth, perfect the two-level local government model, continue to arrange and streamline the three-level apparatus in the entire system. The focus is on digitizing processes, simplifying procedures, expanding decentralization - delegation of authority associated with accountability, measuring by the level of satisfaction of people and businesses. At the same time, urgently complete the project of standards - classifying administrative units, classifying urban areas in a comprehensive, interconnected, feasible direction, creating new development space for the grassroots level, so that the grassroots government is not only a place to perform tasks, serving the people but also an endless source of creativity in national development.
Fifth, remove institutional bottlenecks in the authority of the Central Government, focus on the fields of land - investment - construction - environment - energy; healthy the corporate bond and real estate markets, strengthen discipline and market confidence; encourage public-private partners, innovate technology, unlock social resources, enhance the leading role of the State economy, promote the role of the private economy in national development.
Sixth, promote the prevention and control of corruption, waste and negativity with the spirit of "no forbidden areas, no exceptions", speed up inspection, examination, investigation, prosecution and trial of cases and incidents under the supervision of the Central Steering Committee on anti-corruption, waste and negativity; at the same time, protect those who dare to think and dare to do for the common good, tighten discipline and order of the Party, to fight more strongly and build more sustainably.
Seventh, maintaining national defense and security; proactively and effectively in foreign affairs and integration: firmly protecting national and ethnic interests, ensuring territorial integrity, independence and sovereignty; proactively adapting to new trade policies of major partners; diversifying markets - products - supply chains; maintaining a peaceful, stable, cooperative and developing environment.
Eighth, promote the work of disseminating, orienting and spreading information to increase social trust in the work of protecting, building and developing the country; focus on propagating policies, guidelines, measures, new ways of doing things, good people's examples, good deeds. Synchronously deploy propaganda on the implementation of Resolutions of Party Congresses at all levels and preparations for the 14th National Congress of the Party.
Ninth, resolutely and seriously and synchronously implement the conclusions of the 13th Central Conference of the Politburo in the period after the 12th Central Committee to date and the conclusions that will be issued soon. All tasks must have clear goals, clear roadmaps, clear resources, clear responsibilities, clear inspections; report on time; publicize progress and results for people to monitor.
Dear comrades,
To turn a major policy into a specific result, we need to act resolutely, transparently and consistently. I suggest thoroughly grasping three key points - three public - one measure:
Three key areas: (i) Quickly institutionalize the resolutions and conclusions of the Central Executive Committee, the Politburo, and the Secretariat; (ii) Organize drastic implementation according to the progress of weeks, months, and quarters; (iii) Regularly and promptly inspect and supervise to remove obstacles.
Three publications: Public progress, public responsibilities, public results for society to monitor and accompany.
A measure: The standard of living and the trust of the people. Specifically, better public services, broader job and business opportunities, less time and procedure costs; more peaceful society, more prosperous and happier people.
For local Party committees and authorities, especially at the provincial and municipal levels: it is recommended to focus on creating substantial changes: (i) From "process" to "results", each task must have output products, responsible addresses, and clear completion milestones. (ii) From "strengthening each facility, each locality" to "strengthening by region"; completing planning, connecting transport infrastructure - digital - energy, forming a driving cluster, taking advantage of the urban economy. (iii) Shift from "care" to "practic care": social security, health care, education must reach the right people, the right needs, the right time; workers' housing and public services are upgraded; no one is left behind. Strive for each individual and each family to be taken care of carefully both spiritually and materially.
We have completed the 13th Conference program with a new spirit, new confidence and new responsibility. A huge advantage is opening up: positive results in 2025, a 3-level government model operating smoothly, development space after the reorganization are complementing each other, and seven strategic resolutions of the Politburo are paving the way. At the same time, challenges are not small: strategic competition, changes in international policies, climate change and the requirement of digital and green transformation. Courage, intelligence and aspiration will help us overcome challenges, seize opportunities, so that the country can develop every day.
I suggest that each member of the Central Committee continue to set an example, " Say less - do more - resolutely - effectively"; resolutely avoid forms, avoid teachings, avoid pushing. Let's work together to maintain discipline, unlock resources, innovate, accelerate implementation to create breakthroughs from the last months of 2025 and create a solid momentum to enter 2026 and the following years.

We hope that you will promptly organize the implementation of the Conference's conclusions; prepare well for the 14th Central Conference and especially the 14th National Congress of the Party.
In the face of the complicated developments of the recent weather, I would like to share the losses in people, health and property in flood-affected areas and commend the Government, agencies, localities, military forces, police, youth, and relief organizations for their efforts, tireless sacrifices, saving people, protecting state and people's assets, promptly overcoming difficulties in recent localities.
I request that Central Committee members, especially local leaders, urgently focus on directing the work of preventing, combating and overcoming the consequences of storms, floods, landslides and inundation that are serious in many places, especially after storms No. 10 and 11. It is necessary to mobilize the entire political system, armed forces and people to protect people's lives and property, not to let anyone go hungry, have no place to live, or receive medical care; focus on overcoming difficulties so that students can go to school as soon as possible. At the same time, proactively prepare response plans to weather developments that are forecast to be very complicated and harsh.
