Dear delegates attending the Conference.
Today, the 13th Party Central Committee opened the 13th Conference in the rising revolutionary atmosphere, the people's trust is increasingly strengthened as the entire Party, people and army have just celebrated the 80th anniversary of the August Revolution and National Day September 2. Socio-economic indicators in the first 9 months of 2024 were better in most areas; the two-level local government model generally operated smoothly; public services continued to improve in the direction of taking people and businesses as the center. The development space after the national master plan is supporting and coordinating with each other; the regional economy is forming clearer, transforming into a new competitive advantage. The seven strategic resolutions of the Politburo issued over the past year have been paving the way for practical and solid steps, serving the goal of maintaining peace, stability, rapid and sustainable development, improving the real life of the people and realizing the two 100-year goals that our Party has set out and the people are waiting for.
With courage, intelligence and proactiveness and creativity, We have basically restrained and alleviated the pressure of complicated political competition, promptly responded to the new trade policies of some major partners, with supply chain disruptions, trade conflicts, natural disasters, epidemics and sabotage activities of hostile forces... Our Party has "standing steadfast in the midst of big waves and big winds", steadfastly moving forward, striving to achieve and exceed the goals set by the Resolution of the 13th National Party Congress and other strategic goals set by the Party.
On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee members and the guest delegates, acknowledge and highly appreciate the efforts and work results of the comrades in the recent past; and would like to send you wishes for good health, happiness and success.

According to the Working Regulations of the Central Executive Committee, the Conference Organizing Committee has sent you the entire content and working program so that you can study and the comrades can also unanimously approve the program and content of the 13th Central Conference.
I believe that, with the responsibility and awareness of Party members, Central Committee members will focus their spirit and intelligence to make practical contributions to the success of the Conference.
I would like to emphasize some key points among the contents of the Conference as orientations for comrades to study, review, contribute opinions and exercise the rights of Party members and the responsibilities of Central Committee members at this Conference.
I- Group of issues on preparations for the 14th National Party Congress:
1-On the personnel work of the Congress:
Implementing Conclusion No. 180 dated July 25, 2025 of the Party Central Committee on the Personnel Work orientation of the 14th Central Executive Committee, Notice of the Politburo and the Personnel Subcommittee on the orientation to introduce personnel to participate in the 14th Central Executive Committee (official and short-term; re-election and first-time participation). By August 20, 2025, 100% of Party committees and organizations at all levels had introduced personnel to the 14th Central Executive Committee and sent the results to the Human Resources Subcommittee. Based on the results of personnel introduction of Party committees and organizations at all levels and the opinions on appraisal, examination, review, and supplementary conclusions of competent agencies, the Politburo discussed, comprehensively assessed, agreed on the list and proceeded to collect personnel introduction forms according to regulations. At the same time, the Politburo also took the form of introducing personnel of the 14th Central Inspection Committee (re-appointment and first participation).
At this Conference, the Politburo reported to the Central Committee for comments on the report on the results and recommendations for personnel to participate in the 14th Central Executive Committee, participate in the 14th Central Inspection Committee and conduct the voting to introduce personnel to the 14th Central Executive Committee and the 14th Central Inspection Committee according to regulations.
This is a "special and important" task, "the key of the key", a decisive factor in the success of the 14th National Party Congress and the development of the country in the coming period. It is recommended that when choosing to introduce personnel, you must base on standards, conditions, structure, and quantity according to the Personnel Work orientation of the 14th National Party Congress and related regulations. The interests of the Party, the nation and the nation must be put first and foremost; balance and harmonize standards and structures; inheritance, stability and development; popularity and specificity; training expertise and strengths, practical capacity; prestige, work experience and development orientation; in which the quality, efficiency, work products, and contributions of cadres must be especially promoted as a basis and measure in the selection. The basic requirements in personnel selection are: quality - capacity - prestige - integrity - efficiency; daring to think, daring to do, daring to take responsibility for the interests of the nation - people; being close to the people, valuing the people, for the people; In the new revolutionary period, the factor "Germany - Power - Thailand" is very important. Absolutely do not let anyone run for office, power, opportunity, or send them to the Central Executive Committee. For the personnel of the Central Inspection Committee, it is necessary to select and introduce brave comrades, impartial, knowledgeable of the law, and professional excellence, "bright as a mirror, sharp as a goose", truly the guards to maintain the Party's discipline.
2- Regarding the Draft Documents of the 14th Congress: The Draft Documents of the 14th Congress have been carefully prepared, updated, revised and supplemented many times, especially the contents that were unanimously approved at the 11th Central Conference and the 12th Central Conference. The content of the Basic Documents has met the requirements to be submitted to the 14th National Congress of the Party. Strive to develop documents to submit to the 14th Congress not only summarizing the development journey of the past 5 years, determining goals and tasks for the next 5 years but also shaping strategic thinking, vision and development orientation of the country until the middle of the 21st century.
The Document Subcommittee has refined and supplemented the core contents of the 7 newly issued Politburo Resolutions to the Political Report and determined that up to now, there are 17 new points in the draft Documents submitted to the 14th Congress. At this conference, we requested that Central comrades and guest delegates continue to give opinions on completing the draft documents one step at a time because each comment is once we are mature, once the document is completed. The comrades focused on 5 contents: (i) Affirming the key role of Party building and rectification, continuing to innovate the Party's leadership methods, improving the Party's resilience and fighting strength; building a Party "more ethical, civilized" as taught by Uncle Ho; work to prevent greed, waste, negativity, against individualism, group interests, and ideological, ethical and lifestyle degradation. (ii) Issues such as the theory of innovation guidelines; streamlining the state apparatus; improving the effectiveness of local government operations at 2 levels; decentralization; environmental protection; strengthening national defense, security, foreign affairs, and international integration are regular important tasks; solving the problems of State - Market - Society; Culture - People; education, training; health care... are also designed appropriately in the content of the Documents. (iii) Establish a new growth model with science, technology, innovation, digital transformation as the main driving force, identifying this as the central content of the national development model; continue to perfect the model of a socialist-oriented market economy, under the leadership of the Party, with the State's reasoning; better identify the leading role of the State economy; consider private economic development as the most important driving force of the economy. (iv) Valuable lessons learned from 40 years of innovation. (v) In particular, the comrades added content to the orientation of Strategic autonomy, Innovation of development models, and Effective accounting thinking in national development.
The content of the Action Program of the Party Central Committee has been designed by the Subcommittee of documents according to the motto of closely following and concretizing the goals, targets, guiding viewpoints, development orientations, key tasks, strategic breakthroughs, while ensuring suitability with the domestic and international situation. Those contents are concretized into tasks, projects, works, and projects with specific responsibilities, clear resources, progress, and necessary conditions for implementation... and must be "medicated" during the implementation process. However, this is a very new content, very close to reality, so it is necessary for comrades to contribute their opinions.
II-On the group of socio-economic issues.
Overall, the country's socio-economic picture in 2025 with bright colors is the main one. Despite being affected by unfavorable variables of the world situation along with natural disasters and floods causing serious consequences, we still maintain stability and development. GDP in the third quarter of 2025 increased by 8.22%, in the first 9 months it increased by 7.84%. Budget revenue in the first 9 months reached nearly 2 million billion VND, equal to 97.9% of the estimate, with a trade surplus of nearly 17 billion USD. It is expected that 15/15 main targets for 2025 will be achieved and exceeded. The GDP growth rate in 2025 is forecast to reach 8.1% to 8.5%. This is a great effort and assistance of the Party, Government, National Assembly, agencies in the political system, governments at all levels, the business community and the entire people. However, there are still many problems within the economy that we must pay attention to and solve to grow and develop more sustainably.
2026 is the first year of the new term, which is very important to implement the Resolution of the 14th National Party Congress. The target to be achieved is very high, especially economic growth must reach over 10%, GDP per capita reaches 5,400 5,500 USD, CPI growth rate is about 4.5%. This is a mandatory requirement, but it is also a very difficult problem. Propose that the Central Committee discuss and give opinions on major orientations for the National Assembly Party Committee and the Government Party Committee to lead the completion of the socio-economic development plan; the state budget estimate for 2026 and the coming period in the spirit of: Enhancing strategic autonomy, self-reliance, self-reliance in national development with the motto "stability, discipline, acceleration, breakthrough, sustainability".
It is recommended that comrades focus on discussing 6 key areas: (1) Macrostate: flexible fiscal and monetary management, smooth coordination, and strengthening market confidence. (2) Promote three growth drivers: investment - consumption - export, creating new space from regional linkages and high-quality urbanization. (3) Digital transformation - green transformation: turning data into resources, digital economy into engines; renewable energy, sustainable circular economy. (4) Improve productivity - quality - standards: promote science - technology, innovation in enterprises; enhance value chains and localization. (5) Develop the capital, labor, science-technology, and real estate markets in the direction of safety - efficiency - efficiency. (6) Strongly and drastically implement the program to develop 11 strategic technologies set out in Resolution 57 to enhance autonomy in science and technology.
The remaining contents in the Conference program also need to be intellectually focused on and discussed carefully by comrades to make contributions in the spirit of objectivity, comprehensiveness, science, practice, specificity, and comprehensiveness.
Dear comrades,
The rising revolutionary climate does not come from words, from feelings but from specific results, from the "meal of each family", from the act of " Milk for children to drink, silk for the elderly". The people are looking at us with new faith and hope. The responsibility of the Central Government is to turn expectations into reality, "turning policies into a flow in life".
With responsibility before the Party and the People, I suggest that each Central Committee member uphold the spirit of being exemplary, working practically and effectively, maintaining discipline and order, "let alone do it tomorrow", " Saying goes hand in hand with doing it", " Saying is doing" is determined to make the 13th Central Conference a real success, creating momentum for the success of the 14th National Congress of the Party.
