On the morning of June 19, the Standing Committee of the Hanoi Party Committee held an online conference to train professional skills and skills for cadres and civil servants throughout the city to prepare for the trial operation of the two-level local government model.
The conference was chaired by Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong from the main bridge at the City Party Committee headquarters, connected online to 193 bridges across the city, with the participation of more than 15,000 cadres and civil servants at all levels, including cadres expected to belong to 126 new wards and communes.
At the conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that in recent times, the city's functional agencies, typically the City Party Committee's Organization Committee, the Department of Home Affairs, along with 30 districts, towns and 526 wards, communes and towns, have stepped in with a high sense of responsibility, actively implementing the resolutions and conclusions of the Central Committee and the direction of the City Party Committee, completing a large amount of work, mostly unprecedented, with recognized quality.
According to Mr. Nguyen Van Phong, this training conference is a step to concretize Plan No. 341-KH/TU, dated June 12, 2025 of the Standing Committee of the Hanoi Party Committee on "Trying the operation of the two-level local government model in Hanoi city".
On that basis, starting from June 20, the city will officially pilot this model, so that from July 1, 126 new commune and ward-level administrative units will officially come into operation, ensuring uninterrupted management, operation and service to the people.
The Standing Deputy Secretary of the City Party Committee added that the 15th National Assembly passed a Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government (amended).
Along with that, the Government has issued 28 decrees related to decentralization, delegation of authority, and clearly defining authority between levels of government. The Party system has also issued many documents regulating functions, tasks, and guiding model regulations... Thereby, up to now, the legal basis for organizing and operating the local government apparatus at two levels is basically complete.
However, Mr. Nguyen Van Phong emphasized that the prerequisite for this model to operate effectively is still the spirit, attitude and responsibility of the team of cadres and civil servants in approaching and implementing the new work.
The Standing Deputy Secretary of the City Party Committee frankly pointed out that, although there is general direction from the city, the approach and implementation methods in localities are still different.
Some localities are proactive, methodical, and scientific in implementation; but there are also places that only focus on the assignment and arrangement of cadres, while other important tasks such as completing the apparatus, working conditions, and organizing operations have not received due attention. Some officials and civil servants of the city's agencies have not yet fully and thoroughly approached the issues.
I suggest that we all must resolutely change, focus on performing tasks with the highest sense of responsibility. We must have a firm grasp of the training contents, especially the core contents. We cannot approach new problems with old thinking and methods of doing things" - Mr. Nguyen Van Phong emphasized.
