On the morning of October 8, the Hanoi Party Committee held a press conference to inform about the plan to organize the 18th Hanoi City Party Congress, term 2025-2030.
The Hanoi City Party Congress is scheduled to take place from October 15 to 17, 2025 at the National Convention Center, with the participation of 550 delegates representing nearly 50,000 Party members of the entire Party Committee.
The fair took place on October 15, the official opening session on October 16, closing on October 17, 2025.
This is the first congress after the capital and the whole country carried out a revolution of streamlining the apparatus, arranging administrative units and organizing a 2-level local government model. The Congress affirmed the determination of the Party Committee and people of the Capital to pioneer with the whole country in entering a new era - the era of prosperous and strong development of the Vietnamese people.
The Head of the Organizing Committee of the Ha Minh Hai City Party Committee said that from early on, the City Party Committee has proactively developed a general outline, detailed outline, draft documents, organized discussions and asked for opinions in many steps and rounds in the Document Subcommittee, Standing Committee, Standing Committee of the City Party Committee, and Executive Committee of the City Party Committee.
The new point in building documents for the 18th Congress of the City Party Committee this time is that the documents are prepared concisely, concisely, with a high- enough generalization, tight structure, fully and comprehensively expressing the major issues of the Capital.
In particular, the draft action program to implement the congress resolution has been proactively developed, ready to be issued and implemented immediately after the congress, ensuring that the resolution is soon put into practice.
There will be an overall report on flood prevention in the inner city and throughout the city
At the press conference, the Standing Deputy Secretary of the Hanoi Party Committee analyzed that the theme of the 18th Hanoi Party Congress clearly stated 4 factors. The first is "Promoting the thousand-year tradition of culture and heroism", emphasizing that the capital Hanoi not only has a thousand-year tradition but also a heroic tradition.
Second is "united to build a clean and strong Party Committee", to emphasize the work of building the Party. The Party is a decisive factor in leading the development of the Capital. Only when the Party is clean and strong can it lead and gather the people.
The third ingredient is "pioneering, breaking through in the new era", emphasizing that Hanoi must be responsible for not only being exemplary, but also taking the lead and pioneering in implementing the common tasks of the whole country, in piloting new policy mechanisms.
Fourth is "developing the capital with civilization, modernity, and happiness". The Standing Deputy Secretary of the Hanoi Party Committee analyzed that this is a goal not only for this term but also for a long term.
The term "happiness" is a new point added to the theme of the congress. Mr. Nguyen Van Phong said that since the State was created, the issue of happiness has been of concern. The need for human happiness is unstoppable.
"Happiness is unstoppable because of human needs and desires for a better life. We have brought it here to affirm the determination and consistent orientation of the entire city's political system: doing everything is aimed at helping the city become more civilized, modern and people become happier," said Mr. Phong.
The Standing Deputy Secretary of the City Party Committee also affirmed that if the report is carefully studied, it is possible to clearly see 5 groups of limitations and weaknesses, including problems that have existed for many years and have not been completely resolved, such as: traffic congestion, environmental pollution, especially increasingly severe air pollution; localized flooding; unsynchronized and overloaded technical and social infrastructure investment.
In the direction, tasks, and solutions, we have proposed very specific groups of tasks for each problem - from handling air pollution, reviving inner-city rivers, to reducing flooding, overcoming traffic congestion, and developing public transport. Everyone has specific solutions and does not wait until the congress to implement them, Mr. Phong emphasized.
He also said that the Standing Committee of the Hanoi Party Committee has requested the Party Committee of the City People's Committee to report a comprehensive report on flood prevention in the inner city and throughout the city. This report will provide appropriate solutions, setting goals for effective adaptation to climate change and urbanization, contributing to the realization of the goal of Hanoi - a livable, happy city and sustainable development.
