Regarding the Red River axis - a new development symbol of Hanoi Capital in the new era, the City has identified the formation of Hong Ha ward (South) and the two communes of Thien Loc and Vinh Thanh (North) as key special units.
The above information was reported by Ms. Bui Thi Minh Hoai - Secretary of the Hanoi Party Committee at the working session of General Secretary To Lam and the Central working delegation with the Standing Committee of the Hanoi Party Committee on June 16.
Hanoi currently has a total area of nearly 3,360km2, including 30 district-level administrative units (12 districts, 1 town and 17 districts), 526 commune-level administrative units (160 wards, 21 towns and 345 communes), with a permanent and temporary population of over 8.5 million people.
According to the plan to arrange commune-level administrative units, the new grassroots administrative unit named Hong Ha ward was formed from the merger of the entire, or part of the natural area and population of many wards located outside the Red River dike, in the area of 5 central districts including: Tay Ho, Ba Dinh, Hoan Kiem, Long Bien and Hai Ba Trung.
Hong Ha ward has a natural area of over 16km2, with a population of over 126,000 people. This is the inner-city administrative unit with the largest natural area in Hanoi and the largest population in the capital.
This unit includes the entire area and population of the wards: Chuong Duong, Phuc Tan (Hoan Kiem district), Phuc Xa (Ba Dinh district); most of Nhat Tan, Tu Lien, Yen Phu wards (Tay Ho district), Bach Dang, Thanh Luong (Hai Ba Trung district); part of Phu Thuong, Quang An wards (Tay Ho district) and Ngoc Thuy, Bo De wards (Long Bien district).
Hong Ha ward is also the ward that owns the last large land fund near Hoan Kiem lake. This place holds a strategic position as it is both close to the center and near major traffic routes, favorable for economic development.
The Hanoi People's Committee said that the name Hong Ha for the new ward is to honor the Red River - the river associated with the history of formation and development of Hanoi. Over many periods, the Red River has not only played a role as a development axis, an ecological corridor but also a natural defense line for Thang Long Citadel.
History has marked resounding feats associated with the Red River, such as the Lam Son army surrounding Dong Quan citadel, the headquarters of Le Loi - Nguyen Trai in Bo De port; or the Trinh Tung army (1492) and Nguyen Hue (1786) following the waterway back to the Red River to attack Thang Long from the Southeast.
The choice of the new administrative unit name Hong Ha has historical, traditional and cultural value and has been approved and supported by the local people.
The administrative center of Hong Ha ward is located in the center of the new administrative unit, ensuring convenience in geography, socio-economic infrastructure and transportation, creating favorable conditions for connecting the government and people.
In addition, the two newly proposed communes to be formed, Thien Loc commune and Vinh Thanh commune, both in Dong Anh district, are also identified as special key units, connecting the inner city core with urban development areas north of the Red River.
Thien Loc commune was established on the basis of merging most of the area and population of Dai Mach, Kim Chung, Kim No, Vong La communes (Dong Anh district), along with part of the area and population of Tien Phong commune (Me Linh district) and Hai Boi commune (Dong Anh district).
Meanwhile, Vinh Thanh commune was established from the majority of the natural area and population of Hai Boi, Vinh Ngoc, Tam Xa communes (Dong Anh district), and part of Kim Chung, Kim No, Vong La, Xuan Canh communes (Dong Anh district).
The establishment of specific administrative units such as Hong Ha ward, Thien Loc commune and Vinh Thanh commune is expected to create an effective management model, meeting the requirements of urban development, promoting infrastructure investment, population management and public administrative services more synchronously in the area along the Red River and the northern gateway of Hanoi.
