The Government has issued Decree No. 150-ND/CP regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones under provinces and centrally run cities.
The responsibilities of the Chairman of the People's Committee at the commune level are clearly stipulated in the Decree.
Accordingly, the Chairman of the Commune People's Committee is responsible for leading and directing the specialized department to perform the assigned functions and tasks.
Notably, the Chairman of the Commune People's Committee is responsible for appointing, reappointing, extending the term of holding leadership and management positions, resigning, dismissing, transferring, temporarily suspending, removing, rotating, rewarding, disciplining and implementing the regime and policies for Department Heads, Deputy Heads of Professional Departments and equivalent according to the provisions of the Party and the law.
Direct the work of inspection, settlement of complaints and denunciations according to the provisions of law.
The People's Committee at the commune level is responsible for specifically regulating the functions, tasks, and powers of the professional department in accordance with the instructions of the Provincial People's Committee, the Ministry managing sectors and fields, and other relevant documents.
Authorize the implementation of one or a number of tasks and powers under the authority of the People's Committee at the commune level according to the provisions of law.
Every year, report to the People's Councils at the commune level (if any), the People's Committees at the provincial level on the organization and operation of the professional department.
The Decree also clearly states that 3 specialized departments are organized at the People's Committees at the commune level.
Accordingly, the Office of the People's Council and People's Committee at the commune level have the function of advising and assisting the People's Committee in implementing state management in the fields of office, justice and foreign affairs.
The Economic Department (applicable to communes and special zones) or the Economic, Infrastructure and Urban Area Department (applicable to wards and special zones of Phu Quoc) performs tasks related to finance - planning, construction - industry, agriculture and environment.
The Department of Culture - Social Affairs helps the People's Committees at the commune level manage the fields of internal affairs, education and training, culture, science - information and health.
Decree No. 150 takes effect from June 16, 2025, replacing Decree No. 45 dated February 28, 2025 of the Government.
