The Deputy Prime Minister noted that the amount of sand from the upstream of the Mekong Delta has decreased by 90%, if it continues to be exploited haphazardly, the consequences will be very serious.

On July 25, Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries and branches, connecting online with 15 provinces and centrally run cities to contribute opinions to the draft Resolution of the Government on a number of specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024.

According to the Deputy Prime Minister, the Government has determined to issue a resolution with a specific deadline, only 1-2 years, to solve practical problems that are arising, at a time when the law has not kept up or is not qualified for amendment.

This Resolution mainly aims to remove difficulties related to filling materials and construction materials, ensuring the progress of key and urgent projects and works.

The Deputy Prime Minister cited that for the Mekong Delta, the amount of sand from upstream has decreased by 90%. Sea sand may be an alternative source, but there is still confusion in implementation. Therefore, it is necessary to clarify where the problem is, from the process, technology to environmental assessment and material quality.

When implementing the resolution, localities must approach it systematically, streamline procedures, and shorten time. The work of exploring and evaluating reserves, exploitation technology and environmental plans is mandatory, the only difference is time optimization.

At the same time, the locality must be responsible for safety, quality, ecological environment, resource efficiency and correct exploitation purposes.

The Deputy Prime Minister requested to continue to shorten the process and procedures for mine recovery due to incorrect licensing and state management, leading to having to close the mine before reissuing it. Violations need to be handled according to the law.

"The revocation must be in accordance with the law, subject to administrative sanctions, remediation and continued implementation" - said the Deputy Prime Minister.

Regarding the classification of areas that are not auctioned, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to receive local opinions, add some mines that have been explored or construction material mines that are facing difficulties due to inappropriate planning. The procedures for determination and auction need to be carefully reviewed and reviewed.

According to the Government leader, key projects and works using the state budget need to prioritize cost reduction by exempting resource tax, only calculating the cost of mineral exploration, exploitation and transportation.

It is necessary to consider expanding the scope of national key projects, such as social housing and local key projects to apply the mechanism in the resolution.

After completing the exploitation of mineral mines, it is necessary to fully implement regulations on restoration, environmental restoration and hand over the land to the locality in accordance with the land use plan. The locality is responsible for and strictly manages the volume of land after excavation and filling when exploiting minerals for use in other projects.

In case the dredging task coincides with resource exploitation, priority should be given to effectively exploiting resource resources to serve public investment projects, limiting losses, and reducing complicated bidding procedures.
