Prime Minister Pham Minh Chinh has just signed Decision No. 2770/QD-TTg to establish the Central People's Air Defense Steering Committee (Steering Committee).
According to the decision, Permanent Deputy Prime Minister Nguyen Hoa Binh is the Head of the Steering Committee.
4 Deputy Heads of the Steering Committee include: General, Minister of National Defense Phan Van Giang (Standing Deputy Head of the Committee); Senior Lieutenant General, Deputy Minister of Public Security Le Quoc Hung; Senior Lieutenant General, Deputy Chief of the General Staff of the Vietnam People's Army Pham Truong Son; Lieutenant General, Commander of the Air Defense - Air Force, Head of the Air Defense - Air Force of the entire army Vu Hong Son.
Members of the Steering Committee include: Deputy Minister of Home Affairs Vu Chien Thang; Deputy Minister of Finance Tran Quoc Phuong; Deputy Minister of Construction Nguyen Van Sinh; Deputy Minister of Health Do Xuan Tuyen; Deputy Minister of Education and Training Nguyen Van Phuc; Deputy Minister of Industry and Trade Truong Thanh Hoai; Director of the Department of Home Affairs/Government Office Nguyen Minh Khanh; Senior Lieutenant General Do Xuan Tung - Deputy Director of the General Department of Politics of the Vietnam People's Army; Major General Dinh Cong Phuong, Deputy Director of the General Department of Logistics - Engineering under the Ministry of National Defense; Major General Nguyen Xuan Thuy - Director of the Air Defense - Air Defense Department.
Some personnel invited to join the Steering Committee include: Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy; Deputy Head of the Central Propaganda and Mass Mobilization Commission Nguyen Quang Duc; Senior Lieutenant General Pham Hong Huong - Vice President of the Vietnam Veterans Association; Mr. Nguyen Minh Triet - Standing Secretary of the Central Executive Committee of the Youth Union, President of the Central Committee of the Vietnam Student Association; Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor; Ms. Nguyen Thi Minh Huong - Vice President of the Vietnam Women's Union.
The functions, tasks and powers of the Steering Committee shall be implemented in accordance with the provisions of Article 5 of Decree No. 198/2025/ND-CP dated July 8, 2025 of the Government detailing a number of articles and measures to implement the Law on People's Air Defense.
The Steering Committee has the function of advising the Government on organizing, directing and operating people's air defense activities nationwide.
The Steering Committee is responsible for urging and coordinating the cooperation between ministries, ministerial-level agencies, and agencies under the Government with Party agencies, the Vietnam Fatherland Front, mass organizations, and localities to resolve issues related to the organization of people's air defense activities;
Direct research, consideration, and decision on directions, tasks, and important issues related to people's air defense;
Direct the construction of forces, perfecting mechanisms, policies, programs, plans, projects and implementing people's air defense tasks...
