The Government Office issued Notice No. 78/TB-VPCP concluding the meeting of Deputy Prime Minister Tran Hong Ha at the construction site inspection, visiting and wishing Tet to officials and employees at the Long Thanh International Airport project phase 1 (Long Thanh airport).
To promptly rectify and accelerate the project implementation progress, the Deputy Prime Minister requested Airports Corporation of Vietnam (ACV), contractors and relevant agencies and units to seriously review and clarify the causes of existing problems and slow progress (causes due to organizational structure, personnel, slow payment...) to promptly have appropriate solutions to remove them.
In case there is no effective solution, the project cannot be completed on schedule as committed, ACV must proactively report and be responsible to the Government and the Prime Minister for the above delay.
The Deputy Prime Minister requested ACV to immediately work with contractors (including subcontractors) to clarify the reasons leading to the reduction in the number of officials and workers at the construction site, especially at packages and items that are underpasses, with large remaining volumes, in order to jointly find timely solutions.
In the immediate future, it is required that contractors immediately consolidate key officials at the bidding packages to direct and operate the construction site and have specific commitments on the progress of completing the items and bidding packages.
ACV directs the Project Management Board to focus on removing difficulties and obstacles of the project; proactively review the number of existing technical staff at the project to have timely solutions to transfer more projects to support project direction and operation.
On that basis, negotiate with contractors to sign contract appendices to update the implementation progress, forms of advance payment, payment or temporary payment of volumes already implemented in the spirit of removing difficulties, sharing risks, and minimum payment value to ensure sufficient payment of salaries and policies for employees during the Binh Ngo Lunar New Year 2026.
At the same time, ACV directs the supervision consulting unit and the Contractor to review the entire road of the project to build detailed construction progress of each package and item to control, direct and operate to ensure the project is implemented on schedule.
The Ministry of Construction coordinates with the People's Committees of Ho Chi Minh City, Dong Nai province, and Vietnam Expressway Development Investment Corporation to review and direct the acceleration of the implementation of road projects connecting Long Thanh airport with the city center and Tan Son Nhat Airport to ensure synchronous completion with the project.
Dong Nai Provincial People's Committee directed the investor to accelerate the progress and soon complete the fuel pipeline system for aircraft from the headwater port to the project and the drainage system of Long Thanh airport to ensure completion and serve synchronous operation of the project.
Contractors implementing the project focus on completing internal procedures according to regulations to pay for the completed volumes; and at the same time have written proposals and reports to ACV specifically on the status of payment dossiers for the completed volumes, absolutely not allowing shortages of salaries, wages and benefits for employees.
Contractors who do not have valid reasons to delay project progress must be responsible before the law and compensate for damages when affecting the completion progress and operational efficiency of the entire project.
