The Government Office has just issued Notice No. 356/TB-VPCP dated July 7, 2026, concluding of Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau at the meeting on the organization of the 2026 High School Graduation Exam (THPT) in Tuyen Quang province.
At the meeting, the Deputy Prime Minister acknowledged the drastic, serious and urgent involvement of the Ministry of Education and Training (MOET), the Ministry of Public Security, and the People's Committee of Tuyen Quang province in handling the case related to the unusually high score in the Math exam at the Tuyen Quang Specialized High School exam site of the 2026 Tuyen Quang Provincial High School Graduation Examination Council.
However, according to the report of the Ministry of Education and Training, this is an isolated case, not reflecting the results of the entire exam.
To ensure objectivity, the Deputy Prime Minister assigned the Ministry of Public Security, the Ministry of Education and Training, relevant agencies, and the People's Committee of Tuyen Quang province to urgently direct the handling of the incident at the Tuyen Quang Specialized High School Exam Site with the requirement:
Urgently verify fully and objectively the nature of the case; strictly handle violating organizations and individuals in accordance with the law, ensuring clear differentiation of roles, responsibilities, nature, and severity of violations of each organization and individual.
Proposing solutions to overcome the consequences in accordance with the exam regulations and legal regulations; ensuring humanity in education, not allowing truly capable candidates to lose learning opportunities, and at the same time must strictly maintain discipline, fairness, and prestige of the exam.
Tuyen Quang Provincial People's Committee is responsible for the unsafety of the exam according to regulations, causing serious impact on the results of the 2026 high school graduation exam in the province, affecting the image and prestige of the education sector.
Promptly conduct a review of the entire exam organization process, clarify the responsibilities of units and individuals in directing, thoroughly grasping, guiding, supervising, and organizing the exam.
Tuyen Quang province comprehensively, fairly, and objectively assesses the organization and results of the exam at the Tuyen Quang Specialized High School Exam Site; organizes exchanges and working sessions with all parents and students of the school participating in the exam, on that basis, propose and recommend to the Ministry of Education and Training specific handling plans to ensure the legitimate rights of candidates; complete before July 9, 2026.
The Deputy Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Ministry of Education and Training and the People's Committee of Tuyen Quang province to direct the Tuyen Quang Provincial Police to clarify violations and subjects in the case; the responsibilities of relevant units and individuals to strictly handle violations according to the provisions of law.
Soon officially announce the investigation results to promptly have a plan to handle and overcome the consequences; the handling plan must be in accordance with regulations, ensuring the legitimate rights of candidates, fairness in university and college admissions, ensuring that eligible candidates are still on time to register for university and college admissions in 2026.
The Deputy Prime Minister also requested the Ministry of Education and Training to preside over and coordinate with the Ministry of Public Security and relevant agencies to continue to comprehensively review the results of the 2026 High School Graduation Exam in localities across the country; in case abnormalities are detected, promptly coordinate with functional agencies to handle them according to regulations and be responsible according to their authority.
At the same time, urgently review the regulations and rules for organizing the exam, strengthen security and safety measures in all stages and steps of the exam such as using handheld scanners, installing cameras in the exam room, personnel work participating in the exam...
Have documents to rectify localities and educational institutions related to the organization of the high school graduation exam, to prevent the recurrence of violations of exam regulations and legal regulations.
