On the afternoon of September 4, in Hanoi, the Presidential Office coordinated with the Ministry of National Defense to organize the Ceremony to Announce and award the President's Decision on promoting the rank of Lieutenant General to Senior General for Deputy Chief of the General Staff of the Vietnam People's Army Le Quang Dao, according to VNA.
General Secretary, President To Lam, Commander of the People's Armed Forces, Chairman of the National Defense and Security Council chaired and presented the Decision at the Ceremony. Also attending were General Phan Van Giang, Member of the Politburo, Deputy Prime Minister, Minister of National Defense.
Speaking at the task assignment ceremony, General Secretary and President To Lam emphasized that Comrade Le Quang Dao is a cadre with basic training, grown up from grassroots units; always showing firm political bravery, having scientific and in-depth working methods and styles, along with the ability to analyze, evaluate, forecast and effectively handle problems arising in practice.
The decision to promote the rank of Senior Lieutenant General is the recognition and high appreciation of the Party, State and people for the process of striving, training and important contributions of the comrade in the cause of building the Army, consolidating national defense and protecting the Fatherland.
This is also an affirmation of the Party and State's belief in the strategic-level leadership and commanding cadres of the Vietnam People's Army; it is a greater assignment of responsibility in working with the Central Military Commission, the Ministry of National Defense and the General Staff of the Vietnam People's Army to continue building a revolutionary, regular, elite, and modern Army, meeting the requirements of protecting the Fatherland in the new situation.
The cause of building and protecting the Fatherland is entering a new era with many intertwined opportunities and challenges, the General Secretary and President requested Senior Lieutenant General Le Quang Dao to continue to promote the glorious tradition of the General Staff of the Heroic Vietnam People's Army; maintain revolutionary ethical qualities, absolute loyalty to the Party, Fatherland and people; constantly cultivate political bravery, ethics, and lifestyle, worthy of the title "Uncle Ho's Soldiers"; continue to innovate strategic thinking, improve the quality of research, forecasting and strategic advice on military and defense, promptly and effectively handle defense situations, and not be passive or surprised.
Speaking at the ceremony, Senior Lieutenant General Le Quang Dao, Deputy Chief of the General Staff of the Vietnam People's Army, expressed his honor and affirmed that he fully received the directions and assignments of General Secretary and President To Lam.
Senior Lieutenant General Le Quang Dao affirmed absolute loyalty to the Party, the Fatherland and the people; always steadfast in the goals and ideals of Marxism-Leninism, Ho Chi Minh's ideology; vowed to strive and sacrifice for the revolutionary cause of the Party, of the nation, for the happiness of the people; constantly cultivate, train, promote the study and practice of Ho Chi Minh's ideology, morality, and style; uphold the exemplary responsibility of cadres and party members; maintain and promote well the qualities of "Uncle Ho's soldiers" and the glorious tradition of the Heroic Vietnam People's Army.
