Dear comrades, officials, party members and compatriots nationwide,
Today, the Politburo and the Secretariat organized a national conference to study, study, thoroughly grasp and implement 5 Resolutions and 1 Directive of the Politburo. Through the topics, the core contents, new points and requirements for organization and implementation have been clarified. I highly appreciate the serious preparation of the agencies and the sense of responsibility of the entire Conference.
We implement the Resolution of the 14th Party Congress in the context that the country has great opportunities, great aspirations and very high requirements; the world and region are changing rapidly, digital technology and climate change are reshaping development and governance methods. This requires strong innovation in leadership thinking, organizational methods, and action capacity; it is impossible to work in the old way, slow decision-making, slow implementation.
All 5 Resolutions and 1 Directive form a unified whole in viewpoints and actions. Ideological work, studying and practicing according to Uncle Ho, building a contingent of cadres creates a political, spiritual, ethical, and combative foundation. Regional development, tourism, and work for overseas Vietnamese expand space, unlock, and connect resources. All are aimed at improving the leadership and ruling capacity of the Party, rapid and sustainable development of the country, and improving people's lives.
Today's conference is not only about thoroughly grasping, but also opening up a decisive stage of organizing implementation. Resolution learning should not be considered a procedure, listening to it and issuing a plan is complete. The value of documents must be reflected in the ability to solve practical problems, create changes that the People can feel. Each Party Committee, agency, locality, and each party member must clearly understand the work, clearly understand the people, clearly understand the authority, resources, deadlines, products, and responsibilities; turn awareness into action, determination into results.
In that spirit, I propose that the entire Party and the entire political system well implement 5 key requirements.
First, unify awareness, grasp new points and organic relationships between 6 documents; thoroughly grasp each document, connect correctly, organize synchronous implementation, create comprehensive and unified strength.
Thoroughly understand that it is necessary to clarify issues that need to be resolved, shift thinking, and require action. Ideological work must lead social awareness. Learning and following Uncle Ho must be transformed into regular practice, valuing Ho Chi Minh's method with the motto "Thinking of Uncle Ho makes our hearts brighter". Officials must be encouraged to dare to do for the common good but be subject to power control. Regional development, tourism, and work for overseas Vietnamese must jointly unlock and connect resources.
Immediately after the Conference, Party committees, agencies, and localities must review the program to implement the Resolution of the XIV Congress, strategic resolutions and 6 documents today; integrate tasks with goals and areas; handle overlaps, coordinate common resources. The matter that needs to be institutionalized must clearly state the agency, time limit, and product; new and difficult tasks must clearly state the principles, authority, and scope of piloting.
Integration does not mean mixing; synchronization does not mean uniformity. Each document has its own goals, tasks, and tools; but the intersection must be included in the general plan, coordinate resources, connect data, and unify inspection and supervision. Doing one task well can simultaneously contribute to the implementation of many documents, creating synergy, overcoming overlaps, and dispersing resources.
Each task must have clear goals, a focal point responsible, authority, resources, deadlines, products, verified data; shift from progress management to result management, not taking documents or conferences to replace actual changes. National - ethnic interests, legitimate interests of the People are the highest standards.
Second, at the same time, improve institutions, delineate authority, ensure resources and risk management; do not assign tasks first and then look for conditions to implement.
Institutions must go one step ahead, both maintaining strict discipline and order, and paving the way for development. The Party Committee of the National Assembly, the Party Committee of the Government and relevant agencies must amend overlapping regulations, filling legal gaps hindering innovation, regional linkages, tourism development, attracting talents, and promoting resources. The issue is ripe, clear, and has been practically tested, and must be institutionalized soon. Exceeding authority must be reported with handling plans, not just mentioning difficulties.
Decentralization and delegation of power must go hand in hand with human resources, finance, data, technology and power control; operate according to the mechanism of delegation of power, supervision of implementation, risk management, and evaluation by results. Not assigning responsibility but lacking conditions for implementation; not decentralizing on documents and papers, but everything still requires asking for opinions. The Central Government focuses on strategies, institutions, common platforms, and large resources; the provincial level ensures conditions, and the commune level has sufficient capacity to serve the people. Data must be accurate, sufficient, clean, and lively.
New, difficult, and unprecedented tasks must be piloted with control, clear goals, scope, time limits, resources, risk limits, supervision, responsibility; according to the cycle of testing, evaluation, improvement, replication, and legalization. In decentralization, piloting, and innovation, it is necessary to protect cadres who dare to think and dare to do for the common good; but protection does not mean exemption from responsibility. Power control is to innovate in the right direction, not to paralyze creativity. The protection mechanism must cover the stages of advising, appraising, deciding, and organizing implementation; protect the right people, the right work; strictly handle those who are self-serving, avoid, intentionally delay or obstruct innovation under their authority.
Time is an irreversible source of development. Slow institutionalization, slow decision-making, slow removal of bottlenecks are increasing costs and losing opportunities. Things that are clear must be done immediately; obstacles must be handled early.
Third, create substantive changes in personnel work, pioneering spirit, exemplary responsibility and implementation culture; consider this as a decisive stage in bringing resolutions and directives into life.
Cadres are the decisive factor. Resolutions are correct, resources are sufficient, but if cadres are moderate and avoid, work will still be stagnant. It is necessary to choose people to follow the work, assign tasks to challenge, and use the results to evaluate, use, and screen. Every year, each Party committee, agency, and locality must identify difficult tasks and bottlenecks; assign people with enough bravery, capacity, authority, and resources. It is necessary to let people who dare to think, dare to do, and have substantive products be recognized, protected, and valued; those who avoid, push, and work moderately must be screened and replaced.
Cadre evaluation must be democratic, fair, objective, and multi-dimensional; associated with job positions, products, progress, efficiency, ability to remove bottlenecks, prestige and trust of the People. Not only looking at beautiful records, safe processes, and the number of initiatives; not equating objective risks, unprofitable errors in performing work in accordance with policies with violations to stifle the motivation for innovation.
Giving example is a method of leadership. The leader must set an example by actions, decisions, and results; it is impossible to ask subordinates to innovate when one is afraid of responsibility, to ask officials to be close to the people while one only knows the situation through reports. It is necessary to directly direct big and difficult tasks; go to the grassroots level, dialogue with officials, people, and businesses; clarify obstacles due to institutions or people; decide according to authority, and take responsibility to the end.
Each cadre and party member, first of all leading cadres, must self-examine and self-correct; set an example with results and work efficiency. Learning from Uncle Ho must be shown in bravery in the face of difficulties; ethics of diligence, thrift, integrity, and righteousness; spirit of serving the People; saying and doing. The new point of Directive No. 07 is to strongly shift to regular practice, valuing the Ho Chi Minh method: firmly grasping and carefully studying practice before making decisions; choosing the right key tasks; working democratically and scientifically; relying on the people, listening to the people, and being inspected by the people. That method must become a daily public service capacity, a leadership culture, a public service culture, and a culture of behavior of cadres and party members.
Fourth, reorganize the space and resources for development according to the overall national interests; link regional development and tourism development with promoting the resources of Vietnamese people abroad.
Regional development is a method of organizing national growth, not adding local plans. It is necessary to shift from administrative space to a multi-layered, multi-polar development space, according to functions, advantages, value chains; connecting land, sea, air, underground space, digital space and new development spaces. Each locality must clearly define its role in the region, the advantages to be focused on, the need for linkage, infrastructure to have spillover effects; not chasing after the same structure, everywhere wants to have seaports, airports, high-tech zones, financial centers... without relying on advantages and efficiency. Planning must be a tool for organizing development.
With inter-regional projects, it is necessary to end the situation where each locality knows its own locality; discuss and decide together, contribute resources together, take responsibility together, and benefit together. Public investment focuses on basic infrastructure, inter-regional infrastructure, digital infrastructure, science, technology, energy, logistics; not spreading out. Regional development must link economy with culture, society, social security, environment, climate change adaptation, national defense, security; improve the autonomy and resilience of each region and the entire economy.
Tourism development must be placed in the country's development strategy and regional economic space, becoming a new growth engine, enhancing soft power; organized as a comprehensive, inter-sectoral, inter-regional economic ecosystem. Strongly shifting from quantity to quality, added value, competitiveness; taking culture, identity, and experience as advantages; science, technology, innovation, digital transformation, and green transformation as motivation. Removing bottlenecks in institutions, visas, infrastructure, destination management, human resources, data, and promotion; focusing on the segment of high-spending customers, long-term accommodation. Regional linkages must create unique products, common brands, and substantial value chains. Businesses are the pioneering force, and people are the subjects; not trading off heritage, identity, and environment for immediate growth.
The community of more than 6.5 million Vietnamese people living, working, and studying in more than 130 countries and territories is an inseparable part of the nation, a strategic resource, a bridge with the world. This work must shift from mobilization and care to companionship, creating mechanisms, connecting resources; not making general calls. Each dynamic region, innovation center, strategic technology industry must identify the needs of experts, technology, capital, networks, and markets; ministries, branches, localities, research institutions, and businesses must have projects for people to participate in.
It is necessary to improve policies, simplify procedures; build a database and network of global Vietnamese people; support compatriots with a solid legal status, protect legitimate rights and interests, improve the effectiveness of citizen protection; preserve Vietnamese, identity, and roots; listen to constructive opinions, including different viewpoints that do not harm national and ethnic interests; eliminate prejudices, put aside the past, and look towards the future. Promote the role of compatriots as "cultural ambassadors", "friendship ambassadors", foreign information subjects, contributing to enhancing soft power and protecting the Fatherland from an early and distant stages. Mobilize resources must be through a transparent institution, a receptive attitude, and specific results.
Fifth, strongly innovate ideological work and policy communication; tighten enforcement discipline; take data, products, actual changes and people's satisfaction as a basis for evaluation.
Ideological work must thoroughly grasp the motto "Proactive - Sharp - Persuasive - Effective"; steadfastly apply and creatively develop Marxism-Leninism, Ho Chi Minh's ideology, theory on the renovation line; closely combine "building" and "countering", taking "building" as the root, and persuasion as the leading method. Must go ahead to pave the way, go alongside in organizing implementation, go behind in summarizing practice, consolidating trust; protect the Party's ideological foundation, fight against wrong and hostile views, prevent degradation, "self-evolution", "self-transformation" from early on, from the grassroots level. This is the work of the entire Party, first of all the Party committees and heads; do not entrust everything to specialized agencies. Policy communication must be timely, accurate, and easy to understand; increase explanation, dialogue, listening, and create consensus with truth, reason, and practical results.
It is necessary to consider cyberspace as a key area of ideological work and a channel to listen to the People. It is necessary to distinguish concerns, criticisms, incomplete information from fake news, distortions, and organized manipulation; not to attribute different opinions; not to let fake, harmful, and deviant information lead. Each major issue must have a focal point to provide information and handle it early. Focus on helping the younger generation identify, verify, and protect themselves from false information, psychological and emotional manipulation. Do not let actual frustration and information gaps erode trust.
It is necessary to use data, digital technology, and artificial intelligence to forecast and warn, but not to technicalize ideological work. Information supported by technology must be verified, with responsible people; technology does not replace political bravery and dialogue capacity. The highest persuasiveness is still the correct policy, exemplary cadres, and the legitimate issues of the people are resolved.
Inspection and supervision must be carried out from the beginning, both maintaining discipline and early warning, removing difficulties; focusing on key tasks, large resources, and issues of concern to the people. It is necessary to clarify to what extent the policy has been institutionalized, which bottlenecks have been removed, what benefits people and businesses have received; not waiting for consequences to be inspected and handled.
The results must be linked to the evaluation of the Party organization, cadres, and heads; where it is done well, it must be replicated, where it is stagnant, it must be handled. Do not take meetings, documents, and reports to replace the results; do not measure ideological work by news and articles, but by the ability to detect early, explain correctly, handle quickly, and consolidate trust. The task is only completed when there are products, verified data, and actual effectiveness.
The people must participate, benefit and be the final evaluators. Promote the supervision and criticism of the Fatherland Front, the press, and the people; consider practical feedback as a channel to verify policies. When widespread problems arise, both implementation responsibility and mechanism inadequacies must be considered; do not attribute all limitations to the grassroots level, do not use policies to justify weaknesses. The value of the resolution must be reflected in the lives and beliefs of the people.
Implementation organization must be placed under the unified leadership of the Party, promoting the correct functions of each agency. The Politburo and the Secretariat lead, direct, and inspect; the National Assembly Party Committee institutionalizes and supervises; the Government Party Committee arranges resources and organizes implementation; the Fatherland Front and socio-political organizations propagate, mobilize, supervise, and criticize. Localities concretize closely to reality; the head is responsible to the end; ensuring intercommunication between leadership, institutionalization, implementation, and supervision.

All 6 documents are aimed at improving the leadership capacity, ruling power, and combat strength of the Party; building a team of pioneering, exemplary cadres who dare to take responsibility; smooth management; reorganizing the development space; making tourism a driving force for growth, promoting all national resources.

Things that are clear must be done immediately; under authority must be decided; beyond authority must be reported along with handling plans.
During his lifetime, President Ho Chi Minh taught: "Plan one, measure ten, determination twenty". All 6 documents clearly stated the guidelines and objectives; the deciding factor was the organization of implementation and the responsibility of the head. Each document must become a specific task, with a person in charge, verified by results; in the end, the country must become stronger, the people live better, and the belief is more solid.
Under the unified leadership of the Party, with the involvement of the entire political system, the pioneering spirit of cadres and the creativity of the People, I believe that 6 documents will definitely go into life, contributing to the successful implementation of the Resolution of the 14th National Congress, bringing the country steadily forward in the new era.
