This morning (August 4), the People's Council of Binh Khe Ward (old Dong Trieu City) elected Mr. Pham Dinh Huynh - Deputy Secretary of the Party Committee of Binh Khe Ward, Deputy Head of the World Heritage Management Board of Ha Long Bay - Yen Tu - as Chairman of the People's Committee of Binh Khe Ward, term 2025 - 2030.
Previously, on August 3, Mr. Pham Dinh Huynh was transferred and appointed by the Standing Committee of Quang Ninh Provincial Party Committee to participate in the Executive Committee and Standing Committee, holding the position of Deputy Secretary of Binh Khe Ward Party Committee for the term 2025 - 2030, starting from August 1, 2026.
Mr. Pham Dinh Huynh has nearly 30 years of working at the Ha Long Bay Management Board, now the Ha Long Bay - Yen Tu World Heritage Management Board.
The Ha Long Bay - Yen Tu World Heritage Management Board is a department-level unit, directly under the Quang Ninh Provincial People's Committee, but from August 1, 2026, it is no longer directly under the Provincial People's Committee, but under the Quang Ninh Economic Zone Management Board - a department-level unit.
After the merger, the Ha Long Bay - Yen Tu World Heritage Management Board has legal status, has its own seal and account operating in accordance with the law; is under the direct management of the Quang Ninh Economic Zone Management Board, and is also subject to professional guidance and inspection from the Ministry of Culture, Sports and Tourism, the Ministry of Agriculture and Environment, the Vietnam National UNESCO Committee, the Department of Culture, Sports and Tourism and relevant agencies.
