On October 28, on Nguyen Thi Thap Street, Tan Hung Ward organized a morning coffee program with Party cell secretaries of neighborhoods to increase meetings, listen to thoughts and suggestions from the grassroots, especially after the arrangement of the local government apparatus according to the two-level model.
The meeting was attended by ward leaders, including Ms. Pham Thi Hanh Tu - Standing Member of the Party Committee - Chairman of the Vietnam Fatherland Front Committee of Tan Hung Ward, Mr. Lam Huu Phuong - Standing Member of the Party Committee - Vice Chairman of the Ward People's Council, Mr. Khoi Thien Thanh - Permanent Vice Chairman of the Vietnam Fatherland Front Committee of the ward, and a large number of Party cell secretaries from Quarter 22 to Quarter 32.
The main purpose of the meeting was to grasp the practical situation of life, listen to the thoughts, aspirations and receive the opinions and recommendations of the people through the Party Cell Secretaries. This is considered an important bridge between the government and the people in the initial stages of implementing the new model.
At the meeting, many opinions were raised about the advantages and disadvantages in the process of operating the two-level government model. Practical comments focus on improving the effectiveness of propaganda and mobilization of people, especially introducing and guiding the use of digital transformation apps and improving the process of handling administrative procedures after administrative unit reorganization.

The Party Cell Secretaries discussed issues of concern to the people and expressed their excitement when applying the two-level government: People are able to resolve procedures faster; conferences are held briefly but highly effectively; The ward's Public Administration Service Center also cares about supporting the elderly to resolve at home wills conveniently and quickly.
The Party Cell Secretaries also assessed this "Bright Coffee" model as practical, helping to promptly listen, answer and directly resolve people's concerns according to their authority, creating closeness and friendship between the government and the people.
Ms. Hang (residing in Tan Hung ward) shared her excitement: When I heard the neighborhood announce that there would be all the staff and ward leaders coming to have coffee with the people this morning, I was very happy. I came here to meet officials, ask about procedures and costs for land division, and propose to the locality to invest in upgrading alleys without drainage systems, changing new signs, addresses, and house numbers to make them easier to identify".

Receiving the opinion, Ms. Pham Thi Hanh Tu - Standing Member of the Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Tan Hung Ward - pledged that the ward will fully synthesize the issues and recommendations that have been raised. The progress of the settlement will be notified to the people.
The ward leaders said that this model is not only an opportunity to directly answer and handle contents under their authority, but also an opportunity to promote propaganda and mobilize people to actively participate in political tasks and socio-economic development.
Tan Hung Ward will conduct this meeting and contact work periodically once a month. After each dialogue session, the ward will have a notice of conclusion, respond to recommendations and assign tasks to promptly resolve reasonable and legitimate requirements of the people.
