The Ministry of Home Affairs has just issued instructions related to the payment of benefits for part-time workers at the commune level after the arrangement of administrative units.

Mr. Nguyen Dinh (character's name has been changed) said that Cao Bang province has issued a decision to pay funds for a team of non-professional cadres who have quit their jobs from July 1, 2025.

However, up to now, this team has not received the support fund.

" Has the Ministry of Home Affairs issued a document guiding localities to implement the regime for non-professional cadres?" - Mr. Dinh wondered.

Regarding the above question, the Ministry of Home Affairs responded on the Electronic Information Portal.

The Ministry said that the Government has currently decentralized and assigned responsibility to localities to resolve policies and pay according to regulations. In case of difficulties and problems, localities will have specific proposals to the Ministry of Industry and field management for consideration and guidance.

In addition, Document No. 12/CV-BCD dated June 20, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a 2-level local government organization model of the Government also guides a number of contents for non-professional workers at the commune level when implementing the 2-level local government model.

Accordingly, localities will base on the practical situation and requirements for implementing the tasks of the political system at the new commune level to temporarily extend the employment of non-professional workers at the commune level until before May 31, 2026. If necessary, the People's Committee at the commune level can arrange and assign to the title of part-time worker in the village or residential group.

In case the local Party Committee and government in the new commune-level administrative unit do not have a need to continue to use part-time workers at the commune level, the regime and policies will be resolved according to the provisions of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government regulating staff streamlining.

In case a non-professional worker at the commune level wishes to retire immediately from the implementation of the 2-level local government model, he/she will enjoy the regime and policies according to the provisions of Decree No. 154/2025/ND-CP.

In case the local Party Committee and government at the commune level has a need to use and the non-professional workers at the old commune level wish to continue working, the local Party Committee and government will consider and temporarily arrange them to the position of work support for the operation of the political system of the new commune-level administrative unit (party agency, Fatherland Front and socio-political organizations, local government) or participate in the positions of non-professional workers in the village or residential group before May 31, 2026 and continue to receive allowances, regimes and policies issued by the Provincial People's Council.

During this time, if part-time workers at the commune level quit their jobs, they will enjoy the regime and policies according to the provisions of Decree No. 154/2025/ND-CP.
