On May 20, according to the Government's Electronic Information Portal, the Government has just issued Resolutions No. 125 and 126/NQ-CP approving the Project on the arrangement of provincial-level administrative units (ADUs) in 2025 and 34 dossiers of the Project on the arrangement of commune-level ADUs in 2025 submitted by the Ministry of Home Affairs.
According to the content of the submission of the Ministry of Home Affairs, the People's Committees of 23 provinces and centrally run cities (where the administrative center of the new provincial-level administrative units has been selected) have chaired and coordinated with relevant localities to develop 23 dossiers for the project to reorganize 52 provincial-level units.
The Ministry of Home Affairs has reviewed the above 23 project documents and compiled and developed them into a Government project on the arrangement of provincial-level administrative units in 2025.
In addition to the provinces and cities that must implement the arrangement, there are 11 provincial-level administrative units that do not implement the arrangement (Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang).
Regarding personnel plans, the Politburo also issued Conclusion No. 150 guiding the development of a personnel plan for provincial Party committees subject to consolidation, merger and newly established commune level.
Regarding the key personnel plan of the provinces and cities after consolidating and merging (Secretary, Deputy Secretary, Chairman of People's Council, Chairman of People's Committee, Head of National Assembly Delegation and Alternate Party Central Committee members are Member of the Standing Committee of the Provincial Party Committee and City Party Committee), Conclusion 150 states:
The Central Organizing Committee shall preside over and coordinate with relevant agencies and units to prepare and develop specific personnel plans, report to the General Secretary, key leaders and the Standing Committee of the Secretariat for guidance to complete the key personnel plans of localities, before submitting them to the Politburo and the Secretariat for consideration and decision according to its authority.
Regarding this content, the Politburo clearly stated the requirement to ensure strictness, timeliness, meeting the requirements of leadership, direction, and continuous operation of localities without interruption.
With the above personnel plan, the National Assembly Party Committee Standing Committee is assigned to direct the review and amendment of relevant legal regulations in the direction of:
When implementing the consolidation and merger of the provincial DVHC or establishing a new commune -level DVHC, not electing the titles of presidents, Vice Chairman of People's Council and People's Committee; Head and Deputy Delegation of National Assembly; Heads of People's Councils and members of the People's Committee as prescribed, assigned to the Standing Committee of the National Assembly, the Prime Minister, the Standing Committee of the provincial and commune People's Councils, based on the notice of the competent authorities to manage cadres, appoint and appoint personnel to assume the above relevant titles mentioned above.
In special cases, it is allowed to appoint personnel who are not People's Council delegates to hold leadership positions of newly established People's Councils at the provincial and commune levels.
