On the morning of December 1, the Politburo and the Secretariat held a national conference to disseminate and summarize the implementation of Resolution No. 18 of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.
At the Conference, Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee - presented the main contents and focus of the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee.
Accordingly, the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned tasks by the Party and State will be reviewed in terms of their operations in the direction of streamlining, merging and terminating their operations; only retaining agencies and units with necessary functions and tasks.
Newspapers and magazines under the Vietnam Fatherland Front and socio-political organizations will be reviewed and reorganized in the direction of merger, ending some newspaper and magazine activities that are not really necessary.
Research and propose streamlining the organizational structure, reducing internal contacts, streamlining staff, improving the effectiveness and efficiency of the apparatus and the quality of staff in agencies, units and organizations within the scope and field of management.
At the local level, Party committees at all levels direct the proposal to merge and dissolve a number of provincial and district-level committees, agencies, and steering committees; specialized agencies and public service units under the provincial and district People's Committees, similar to those at the central level.
End the activities of party delegations, party executive committees, and provincial-level party committees; establish two party committees directly under the provincial-level party committees. Including:
Party committees of provincial-level party agencies, unions, and judiciary agencies, including party organizations in party agencies and units, People's Councils, Fatherland Front, socio-political organizations, People's Procuracy, People's Court, and mass organizations assigned tasks by the party and state at the provincial level; have specialized advisory and support agencies located at provincial-level party committee agencies.
The provincial government party committee, including party organizations in specialized agencies, public service units under the provincial People's Committee, and a number of state-owned enterprises (depending on the scale and importance of the enterprise party committee), has a specialized advisory and support agency located at the provincial People's Committee. The provincial military party committee, public security party committee, and border guard party committee directly under the provincial Party Committee remain unchanged as they are now.
In addition to the functions and tasks of the Party Committee directly under the Provincial Party Committee, the Provincial Party Committee also includes the functions and tasks of the Party Executive Committee as at present; comprehensively leading and directing the activities of the Provincial People's Committee and its subordinate Party Committees (Party Cells); planning to propose a number of Party work tasks of the Provincial Party Committee (equivalent to the district level) to the Party Committees of agencies, units, and enterprises (grassroots level), some tasks will be performed by the Provincial Party Committee.
The Secretariat regulates the functions, tasks, organizational structure, and working relationship of the two Party Committees mentioned above.
