On March 26, the Steering Committee on the arrangement and reorganization of district and commune-level administrative units in Quang Binh province held a second meeting, continuing to review and arrange commune-level administrative units according to the latest policies and orientations of the Central Government.

According to the policy of the Politburo and the Secretariat, the orientation of rearranging administrative units nationwide will reduce about 50% of provinces and cities; abolish district level and reorganize commune-level administrative units, reducing from 60% to 70%.
According to this orientation, Quang Binh province will not implement the initially planned plan of restructuring the number of commune-level administrative units to below 30, a reduction of more than 80% compared to the time before merging commune-level administrative units.
Currently, Quang Binh has 8 district-level administrative units and 145 commune-level administrative units. The Steering Committee on the arrangement of district and commune-level administrative units in Quang Binh province has requested districts, towns and cities to continue reviewing, studying carefully and developing reasonable arrangement plans. This must ensure thoroughness, consider traditional, historical, cultural factors and avoid confusion in terms of name, location, and office.
Quang Binh Provincial Party Secretary Le Ngoc Quang said that localities need to closely follow the conclusions and policies of the Politburo, the Secretariat, the Government and the Provincial Party Standing Committee, ensuring timely, synchronous, unified, quality and effective implementation. The contents of the work must be specifically determined in terms of deadline, completion progress and responsibilities of provincial and local agencies.

The Steering Committee of Quang Binh province requires localities to thoroughly study the naming of new administrative units. The name must be easy to identify, concise, easy to read, easy to remember, and at the same time promote the local comparative advantage. Localities also need to refer to the proposal of the Ministry of Home Affairs to name new communes systematically and scientifically, such as the way of combining "old district name + serial number" to ensure consistency.
In addition, the selection of the new administrative - political center of the new administrative unit after the merger must ensure convenience in terms of geographical location, transportation, and socio-economic infrastructure. This is to avoid imbalances between administrative units and ensure stable operations immediately after the merger.
