Completing the human resources apparatus
On June 18, the Steering Committee for the Merger and Association of Administrative Units of Quang Binh and Quang Tri provinces held a second meeting online.
Mr. Le Ngoc Quang - Member of the Party Central Committee, Secretary of the Quang Binh Provincial Party Committee and Mr. Nguyen Long Hai - Alternate Member of the Party Central Committee, Secretary of the Quang Tri Provincial Party Committee co-chaired the meeting.
At the meeting, delegates assessed the progress of implementing key contents related to the organization of local government at 2 levels; especially the end of the activities of district and commune-level party committees and the establishment of new commune, ward and special zone party committees.
According to the plan, after the resolution of the National Assembly Standing Committee takes effect, from July 1, 2025, the new commune party committees will officially operate. The decisions to establish and appoint the Executive Committee, the Standing Committee and key officials have been prepared in accordance with regulations.
Regarding personnel work, the two provinces have agreed on the principle of arranging and assigning cadres, civil servants, and public employees at the commune and after the merger at the district level, in which the direction of the Central Government is closely followed to ensure efficiency, transparency, and compliance with the process.
At the same time, political and ideological work for the team of cadres affected by the merger was also focused on, creating high consensus during the implementation process.
The Standing Committees of the Provincial Party Committees of the two provinces are also directing their subordinate Party Committees, departments, branches and sectors to step up personnel preparation for the new provincial Party Committee, reorganize the Fatherland Front, mass organizations, newspapers, television stations and associations in a streamlined and efficient manner.
Arrangement of headquarters and agencies
Plans to arrange headquarters, public housing, and means of transport for cadres from Quang Tri to work are also being built synchronously and long-term, towards a centralized, modern administrative model associated with digital government.
Another key task is to organize party congresses at all levels for the 2025-2030 term to be completed before June 30, 2025. At the same time, the two provinces coordinated to develop documents to submit to the new Provincial Party Congress, ensuring a concise, strategic and fully reflecting the common values and vision of the Quang Binh - Quang Tri land.
Concluding the meeting, Secretary of the Quang Binh Provincial Party Committee Le Ngoc Quang requested the People's Committees of the two provinces to urgently complete and submit for approval the plan to arrange headquarters, handle surplus headquarters and renovate public housing; develop a plan for concentrated administrative areas associated with digital infrastructure and modern urban areas. He also emphasized that next week, 100% of new communes and wards need to pilot a new model, ensuring smooth handling of administrative procedures for people and businesses.
Regarding the political report submitted to the Provincial Party Congress for the new term, Mr. Le Ngoc Quang noted the need to demonstrate a long-term vision, integrate the strengths of the two provinces, link digital transformation, develop infrastructure, improve the quality of cadres and promote regional cultural identity. The document must closely follow the Politburo's resolutions and suggest new growth momentum for the entire North Central region.
He suggested that members of the Steering Committee closely follow the grassroots, urge the progress of each specific task, carefully prepare for the official operation of the new government model from July 1, 2025, ensuring the organizational apparatus operates smoothly, effectively and for the benefit of the people.
