This is a notable content reported by the Quang Nam Provincial Party Committee to Mr. Tran Cam Tu - Politburo member, Standing member of the Secretariat at the working session on the afternoon of June 4.
The meeting focused on evaluating the results of implementing the Resolution of the 11th Conference of the XIII Party Central Committee, especially the arrangement of administrative units (DVHC) and re -arranging cadres.
According to Quang Nam Provincial Party Committee, implementing the policy of merging the DVHC, the province has decreased from 233 communes, wards and townships to 78 units, equivalent to 66.52%. At the same time, the work of collecting people's opinions, organizing the development of the Scheme and implementing the steps in accordance with the direction of the Central Government has been implemented synchronously and seriously.
Regarding personnel policy, the province has approved 437 cases of early retirement and termination of employment according to Decrees 178/2024/ND-CP and 67/2025/ND-CP. Of which, the Party bloc, the Fatherland Front and mass organizations have 188 cases; the State sector has 249 cases. To date, funding has been provided to 263 cases with a total cost of more than 282 billion VND.
The work of resolving the regime for part-time workers at the commune level has also been proactively implemented by the locality, waiting for specific instructions from the Central Government for synchronous implementation.
In particular, in the work of arranging cadres after the merger, the Standing Committee of the Quang Nam Provincial Party Committee decided to transfer the entire current district-level payroll to new commune-level units. Key cadres from the district will be sent to the commune to be key leaders.
In addition, there are 34 provincial-level cadres who have been transferred to the commune to hold the positions of Secretary, Deputy Secretary, Chairman of the People's Committee (5 Provincial Party Committee members, 2 directors, 17 deputy directors and equivalent, along with many heads, deputy heads...) Thereby, ensuring stability in the government apparatus at all levels immediately after the merger.
In parallel with personnel arrangements, the province has also completed the editing and digitization of documents of administrative agencies at all levels, ready to serve the conversion phase. On that basis, the decisions to establish a new Party Committee, appoint an Executive Committee, and prepare personnel for the People's Council and People's Committee at the commune level for the 2026-2031 term are being urgently implemented, ensuring progress.
At the meeting, the Standing Committee of the Secretariat Tran Cam Tu highly appreciated the local efforts in implementing the Resolution of the 11th Conference of the XIII Party Central Committee, especially the work of arrangement of the ULCH and re -arranging the staff.
Mr. Tran Cam Tu emphasized that the arrangement and streamlining of the apparatus not only helps save administrative costs but is also a strategic step to build an effective and modern two-level government model.
