Overcome the fear of mistakes and responsibility
At the conference, many delegates also frankly pointed out the bottlenecks that affect the development of the province. In particular, the advisory work and task implementation organization of some agencies and units are not proactive and lack determination. A number of cadres and civil servants are not proactive and determination, and still have the mentality of avoiding and fearing responsibility.
According to Mr. Le Quang Thich - Chairman of the Provincial Union of Science and Technology Associations, besides the very high political determination of the Provincial Party Committee, the dynamism and creativity of the Provincial People's Council, the strong management of the Provincial People's Committee, there are still many cadres, civil servants and public employees from the province to the grassroots who have not worked to their full potential. This is an obstacle to the province's development breakthrough, a challenging issue that has been, is and will be posed to the Provincial Party Committee, especially at the present time.
Sharing the same view, Mr. Tra Thanh Danh - Chairman of Quang Ngai City People's Committee expressed that there are still many difficulties in implementing policies, including many obstacles in site clearance that affect the progress of projects and works. The mentality of officials who are afraid of making mistakes, afraid of responsibility, and avoiding partly affects the assigned tasks.
"One of the current bottlenecks is land use planning and determining specific land prices to calculate compensation when the State reclaims land and implements the compensation mechanism according to the provisions of the 2024 Land Law," Mr. Danh emphasized.
Mr. Nguyen Duc Trung - Acting Director of the Department of Natural Resources and Environment confided that in order to remove land bottlenecks and make a breakthrough in 2025, when building an investment project, it is necessary to separate site clearance and construction, in which site clearance must be done first, otherwise there will be delays in disbursement, affecting project progress.
