Streamlined organization, efficient operation
The Steering Committee of Quang Ngai Provincial Party Committee recently held a meeting to issue a plan to implement Resolution 18 of the Party Central Committee on "Some issues to continue innovating and streamlining the political system's apparatus to be streamlined and operate effectively and efficiently" on December 7.
For redundant staff after the rearrangement, Quang Ngai fully implements the regimes and policies according to the Central regulations. At the same time, research and consider additional local policies if conditions permit.
According to the Steering Committee of Quang Ngai Provincial Party Committee, the reorganization of the political system is being vigorously implemented. The resolutions and conclusions of the Central and the province on innovation and reorganization of the political system to be streamlined and operate effectively and efficiently are strictly implemented.
On December 10, 2024, the Steering Committee of Quang Ngai Provincial Party Committee will organize to disseminate the Central Committee's policy on summarizing Resolution 18 and implementing Conclusion 09 (the province's conclusion regarding the streamlining of the apparatus) to all Party members, cadres, civil servants and public employees.
To implement Conclusion 09, the Steering Committee for the arrangement and streamlining of the apparatus of Quang Ngai province assigned the Standing Committee of the Party Committee to develop a general plan and specific projects to arrange the organizational apparatus of agencies and units under the authority of the district level; develop a project and organize the merger of the Propaganda Department and the Mass Mobilization Department of the districts.

Carry out the reception of grassroots party organizations under the Party Committee of the Provincial Agencies and Enterprises Bloc; lead and direct the arrangement of departments, offices, and professional units according to plan; identify commune-level administrative units that must be arranged in the period of 2026 - 2031 and the arrangement plan.
Direct the Standing Committee of the Provincial Party Committee of Agencies and Enterprises to review and propose transferring all Party organizations of non-state-owned enterprises to the districts where the enterprises have their headquarters. The completion and handover must be completed before December 31.
Transfer the Provincial Agencies and Enterprises Bloc Union to the Provincial Youth Union. Transfer the Provincial Agencies and Enterprises Veterans Association to the Provincial Veterans Association.
Propose to organize the grassroots party to establish the Party Committee of the provincial government and the party organization to establish the Party Committee of the provincial Party agencies, unions, people's councils, and judiciary. Completion date before December 20.
Review to dissolve, consolidate and merge the Steering Committees established by the Provincial Party Standing Committee before December 30.
Assign the working group to develop overall plans to arrange and streamline the province's political system; project to establish the Provincial Government Party Committee and the Provincial Party Committee of Party agencies, mass organizations, People's Councils, and judiciary; develop a project to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; end the activities of the Provincial Party Committee of Provincial Agencies and Enterprises, Party executive committees, provincial Party delegations, etc. to submit to the Provincial Party Committee Standing Committee.
The Steering Committee of the Quang Ngai Provincial Party Committee assigned the Party Committee of the Quang Ngai Provincial People's Committee to complete specific projects on merging, transferring, and terminating the operations of specialized agencies under the Provincial People's Committee; direct the review and rearrangement of the internal structure of units under the Provincial People's Committee; and rearrange public service units at the provincial and district levels.
In particular, it is important to consider decentralizing management to the Quang Ngai City Market Management Board; develop a project to end the operation of the Department of Foreign Affairs, and transfer tasks to the Provincial People's Committee Office and the Provincial Party Committee Office.
