Total state budget revenue in the province in 2024 is estimated at VND 29,503 billion, equal to 96.2% compared to 2023, exceeding 15.5% compared to the estimate assigned by the Central Government and the estimate assigned by the Provincial People's Council. Total local budget expenditure is estimated at VND 17,705 billion, equal to 95.2% of the estimate assigned by the Provincial People's Council.
According to Mr. Hien, to achieve the above results, the leaders of the Provincial People's Committee have focused on directing and promptly handling arising issues, so the socio-economic situation of the province in 2024 has had positive changes and achieved important results in many fields; the province's economy continues to grow; the cultural, social and environmental fields are closely concerned; the material and spiritual life of the people is improved; national defense and security are strengthened, social order and safety are maintained.
Difficult plan to collect land use fees
In order to complete the assigned public investment capital plan for 2024, from the beginning of the year, the Provincial People's Committee has focused on directing the acceleration of the implementation and disbursement of the public investment capital plan for 2024, and issued a specific plan for implementation. Every quarter, the Provincial People's Committee holds meetings to urge and regularly inspect the progress of key projects for direction and resolution.
Issue Decision No. 1359/QD-UBND dated October 31, 2024 to establish 3 Working Groups to focus on urging and promoting the disbursement of public investment capital in the last months of 2024; at the same time, regularly direct and review new investment projects as well as projects transferred from previous years, promptly resolve difficulties and problems to speed up implementation progress and review, adjust, and arrange investment capital to effectively disburse public investment capital.
According to reporters' records at key projects in the province such as Tra Khuc 3 bridge, Hoang Sa - Doc Soi traffic project... contractors are currently speeding up construction progress. Tra Khuc 3 bridge in particular is in the final stage of construction, with a completion progress of about 87%, ready for technical opening by the end of this year.
According to Mr. Tran Phuoc Hien, in 2024, the real estate market is sluggish, land auction projects have no investors participating; real estate projects have been bid, investors are slow to implement, greatly affecting the province's land use fee collection plan. In addition, the Central Government's allocation of capital plan from land use fee collection to Quang Ngai is too high compared to the actual capacity, affecting the province's public investment management.
The province's actual revenue is expected to reach only 15.6% of the assigned plan, while this capital plan cannot be adjusted down. At the same time, the actual capital that the province can balance for the assigned tasks and projects of the land use revenue plan in 2024 is about 1,500 billion VND/2,600 billion VND; the remaining about 1,100 billion VND (accounting for about 16% of the province's total capital plan) cannot be balanced.
