According to Decision No. 759/QD-TTg approving the Project to reorganize and reorganize administrative units at all levels and build a model of organizing local government at 2 levels, signed by Permanent Deputy Prime Minister Nguyen Hoa Binh, only 11 island districts and island cities across the country have now been converted into commune-level administrative units called special zones.
Thus, Quang Ninh province plans to have 2 island districts built into special zones, Van Don and Co To.
Previously, Quang Ninh proposed 2 options for arranging and reorganizing administrative units at all levels and building a model of organizing local government at 2 levels, including a plan to have 3 special zones, including: Van Don, Mong Cai, and Co To.
With the plan to have 3 special zones, Quang Ninh will arrange 171 commune-level administrative units into 51 units, including 27 wards, 21 communes and 3 special zones.
In case the competent authority approves Quang Ninh to have 2 special zones, the whole province will arrange 171 commune-level administrative units into 54 units, including: 30 wards, 22 communes and 2 special zones.
Currently, Van Don and Co To districts are actively implementing and developing a Project to reorganize commune-level administrative units in the direction of building them into special zones to ensure progress and quality.
Up to now, all 13 districts, towns and cities of Quang Ninh have completed the organization of People's Council meetings to approve the project to reorganize commune-level administrative units, ensuring compliance with the province's plan. The implementation steps are all in accordance with procedures and regulations, with high consensus among cadres, civil servants, public employees and voters and people. The People's Councils at both levels have issued resolutions approving the project to reorganize administrative units in the area.
After the district People's Council voted through the project of arranging communal administrative units, the district People's Committee continued to complete the dossier and procedure to submit to the provincial People's Committee for summarizing and developing the overall project of the whole province and submitting to the provincial People's Council for consideration and approval at the 26th session - the thematic meeting of the XIV Provincial People's Council, expected to take place on April 28, 2025. After the provincial People's Council approved, Quang Ninh province will submit to the Government and send to the Ministry of Home Affairs for appraisal before 1.5.2025.
