On behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Regulation No. 298-QD/TW on the functions, tasks, and organizational structure of the Party Committee at the direct superior level of the grassroots Party organization in communes, wards, and special zones.
Regulation No. 298 consists of 6 Articles, effective from July 1, 2025.
According to Regulation No. 298, the Party Committee at the grassroots level at the commune level is a Party Committee directly under the Provincial Party Committee, the City Party Committee directly under the Central Party Committee (abbreviated as the Provincial Party Committee) and is the direct superior Party Committee of the grassroots Party organization, the affiliated Party cell; subject to the direct and regular leadership and direction of the Standing Committee of the Provincial Party Committee.
The Party Committee at the grassroots level at the commune level has the function of direct and comprehensive leadership and direction at the commune level; leadership and direction of agencies and organizations under the political system at the commune level and affiliated Party committees and Party organizations according to the provisions of the Party Charter, regulations and instructions of the Central and the provincial Party Committees.
According to this regulation, the Party Committee at the grassroots level at the commune level performs the duties and powers of the Party Committee at the direct superior level of the Party organization according to the provisions of the Party Charter, regulations and instructions of the Central Committee.
Lead and direct agencies and organizations under the political system at the commune level and affiliated Party committees and Party organizations and cadres and Party members to properly implement the Party's guidelines, policies and regulations and the State's laws; lead the implementation of local political tasks according to regulations; specify policies and measures to implement the resolutions of the direct superior Party committees and resolutions of the Party Congress.
Decide on the working program, the full-term and annual inspection and supervision program of the Party Committee; working regulations of the Party Committee and the Party Committee's inspection committee. Based on the content and nature of each field, the Party Committee issues documents to lead and direct the implementation of the political tasks of the Party Committee.
Article 4 of Regulation No. 298 states the organization of the apparatus, staffing and conditions for ensuring operations.
Accordingly, the number and structure of members of the Executive Committee, members of the Standing Committee, secretaries, deputy secretaries, and members of the Inspection Committee:
The number of members of the Executive Committee, members of the Standing Committee, members of the Inspection Committee is according to the regulations and instructions of the Central Committee; orient the structure of the Standing Committee according to the regulations of the Politburo in the Directive on Party Congresses at all levels towards the National Congress of the Party for each term.
The Party Committee at the grassroots level in communes and wards has established 3 specialized advisory and support agencies, including: Office, Party building committee, Party inspection committee agency. The Party Committee of the commune or ward where the district-level political center is headquartered has now established an additional public service unit of the Party Committee.
Party committees at the grassroots level in special zones are allowed to establish a maximum of 4 specialized advisory and support agencies, including: Office, organizing committee, propaganda and mass mobilization committee, inspection committee agency and political center ( career unit of the Party Committee).
The staffing of leaders, civil servants, and public employees of specialized agencies advising, assisting, and public service units of the commune-level Party Committees shall comply with the regulations and instructions of the Central Committee, and shall be reviewed and decided by the Standing Committee of the Provincial Party Committee and the City Party Committee directly under the Central Committee from the total number of staffings assigned by competent authorities.
Commune-level Party Committees have their working headquarters located in the commune's political and administrative center, have their own seal and account, are funded, equipped with facilities and means of operation according to regulations.
