On December 11, at the 2025 year-end session of the People's Council of Quang Tri province, Chairman of the Provincial People's Committee Le Hong Vinh presented a report, clarifying many issues of concern to voters and orienting key tasks in 2026, the first year of implementing the 5-year development plan 2026 - 2030.
Mr. Le Hong Vinh said that before and during the session, the Provincial People's Committee had fully received the instructions of the Provincial Party Secretary, the inspection reports, the opinions of delegates and the synthesis of voters' recommendations. In the spirit of openness, the Provincial People's Committee has added many contents to clarify major groups of issues.
In 2025, Quang Tri must simultaneously stabilize the two-level government model and handle a large amount of work after restructuring the apparatus. In the context of complicated natural disasters and epidemics, the province still completed and exceeded 17/17 socio-economic targets, GRDP increased by 8%, budget revenue of nearly 13,400 billion VND, exceeding 20% of the central budget estimate.
Many motivational programs and projects are strongly promoted. The entire North - South expressway in the province has been completed, opening up new development space. The urban and social housing sector recorded 11 projects, with a total capital of VND51,600 billion, of which 3 projects of Sun Group were over VND38,320 billion. Tourism - services have more coastal resort complexes, many new urban areas and urban renovation works.
The fields of culture, education, health, and social security continue to be focused on. Foreign affairs work has achieved good results. National defense and security are maintained, social order is basically stable.
However, the Chairman of the People's Committee of Quang Tri province frankly pointed out some limitations, slow progress in public investment disbursement; still stuck land and resettlement records; tourism infrastructure and human resources have not met growth rates; limited digital transformation application; a number of cadres are still afraid of mistakes and avoidance; some administrative procedures cause inconvenience.
Mr. Le Hong Vinh accepted the responsibility and requested departments, branches and localities to have solutions to overcome the problem in 2026.

Voters and delegates of the Provincial People's Council focused on questioning the contents, handling land records, compensation for site clearance, illegal mineral exploitation, landslides, environmental pollution, waste, school staffing, village health allowances, quality of rural internet, bridges, degraded roads, irrigation, cultural institutions.
The Chairman of the Provincial People's Committee clearly stated 9 major groups of solutions, emphasizing and synchronously implementing the goals of the Resolution of the 1st Provincial Party Congress.
Complete the 2-level government model, streamline the organization; tighten discipline, handle the phenomenon of fear of mistakes and avoidance.
Promote growth with new drivers: processing - manufacturing industry, renewable energy, high-quality tourism, logistics along the expressway axis.
Restructuring agriculture towards a smart ecology; promoting the forestry economy, organic agriculture, digital transformation in production.
Promote comprehensive digital transformation, apply online public services, form a digital economy; support businesses in digital transformation.
Ensure social security, improve the quality of education and health care; support the disadvantaged; sustainably reduce poverty.
Strengthen security, fight against high-tech crimes, black credit; expand international cooperation and regional linkages.
