National Assembly Chairman Tran Thanh Man said that to achieve the double-digit growth target, the National Assembly must take the lead in institutional breakthroughs.

On May 5, in Hanoi, Politburo Member, National Assembly Chairman Tran Thanh Man chaired the May 2026 handover meeting of National Assembly leaders.

Concluding, National Assembly Chairman Tran Thanh Man emphasized that the First Session of the 16th National Assembly has completed a very large volume of work, considering, electing and approving 39 high-level positions; passing 9 laws, 5 legal normative resolutions; deciding on strategic issues for the new development stage of the country, especially socio-economic development plans, finance, and medium-term public investment for the period 2026 - 2030.

The achieved results clearly demonstrate the spirit of responsibility and efforts of the Vice Chairmen of the National Assembly, agencies of the National Assembly, the National Assembly Office and the entire contingent of cadres, civil servants, public employees, and laborers.

The National Assembly Chairwoman stated clearly that the world situation continues to evolve rapidly, with fierce strategic competition, digital transformation, green transformation, and the knowledge economy developing strongly. This requires the legal system and policy mechanisms to go one step ahead, creating room for development, and improving national competitiveness.

The National Assembly must play a central role in perfecting institutions, removing bottlenecks, and unlocking resources. The requirements of voters and people towards the National Assembly are also increasing: not only promulgating laws but also effectively supervising, making correct and accurate decisions, and responding to policies quickly, flexibly, and closely to reality.

The biggest challenge of the 16th National Assembly is not only the workload, but also the requirement to strongly innovate thinking and operating methods" - the National Assembly Chairman said and clearly stated that in this term, the National Assembly must promote the spirit of "Creative Legislation, Substantive Supervision, Breakthrough Policy Decisions".

Regarding breakthroughs in legislative work, it is necessary to strongly shift from management thinking to development thinking; from "tight management" to "creating a transparent but effective controlling legal corridor".

To achieve double-digit growth, the National Assembly must take the lead in institutional breakthroughs. If we do not innovate legislative thinking, we will not create room for development.

The 16th National Assembly term is not only a term of succession, but must be a "breakthrough term in institutions, raising the quality of the National Assembly's activities, meeting the requirements of rapid and sustainable development of the country".

The head of the National Assembly requested to create a visible qualitative shift in the institutional breakthrough, contributing to removing bottlenecks, unlocking resources, and promoting rapid and sustainable national development.

Continue to tighten discipline and order; improve proactiveness, synchronous coordination, ensure smooth operation, not to let gaps or delays occur in task implementation; at the same time, boldly innovate thinking, ways of doing things, dare to think, dare to do, dare to take responsibility for the common good.
