Spirit of innovation, creating development
The first session of the 16th National Assembly was a great success, completing all the contents and programs set out after 12 working days. Although the first session was not long, this was an extremely important session, opening a new term with a spirit of proactiveness, innovation, and development. The decisions at this session not only solved immediate and urgent requirements but also created institutional, organizational and motivational foundations for the entire term.
The first session of the 16th National Assembly clearly showed the process of continuing to innovate the activities of the National Assembly in a more professional and effective direction, closerly linking legislative work and supervision and the organization of the implementation of legal regulations. At the same time, the spirit of the 14th Party Congress, the directions of the Politburo, the Secretariat, especially of General Secretary and President To Lam on innovating thinking in law-making, institutional reform, unlocking resources and putting people at the center of socio-economic development have been very clearly and specifically shown in the contents of the session program.
The outstanding highlight of this session is that the National Assembly has consolidated the State apparatus organization according to the Constitution, focusing on institutionalizing the resolutions of the 14th Party Congress, creating a legal, institutional, driving force, and policy foundation for the country to develop and move into a new era.
Unlocking resources from drastic policies
Looking back at the First Session of the 16th National Assembly, National Assembly deputies shared that the National Assembly has clearly shown the spirit of action, decisiveness and high responsibility, creating an important foundation for the implementation of socio-economic development tasks in the coming time. The laws and resolutions passed at the Session are imbued with the spirit of innovation and the spirit of drastic action to remove bottlenecks.
Delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) assessed that the National Assembly's addition of additional capital, even only 5-10% in some traffic projects, bridges, roads or hospitals, will help complete the final links, turning "frozen" assets into useful assets for society... These timely decisions not only contribute to removing the bad debt "tumor", but also affirm the close companionship of the National Assembly with the country's development in the new period.
Delegate Tran Van Lam (Bac Ninh Delegation) said that the special highlight of this session is the timely flexibility of the National Assembly in listening to the Government's proposals on hot issues from practice. Policies on gasoline and oil taxes, value-added tax, corporate and personal income tax, even policies for electric vehicles, have been introduced to respond to world fluctuations. This flexibility directly supports the ambitious but completely feasible "two-digit" growth target in this term.
Reality shows that there are policies passed by the National Assembly with great expectations, but when implemented, there are obstacles in guiding documents under the law, causing people and businesses to still have to wait.
To ensure that important policies do not only "package the session", Politburo Member, National Assembly Chairman Tran Thanh Man requested relevant agencies, organizations, and localities to urgently organize and effectively implement the laws and resolutions that have been passed; focus on issuing complete documents detailing and guiding implementation, without leaving legal loopholes, without delays in implementation, ensuring that the National Assembly's policies promote practical effectiveness in practice.
