At noon on April 24, the National Assembly Office held a press conference to announce the results of the first session, 16th National Assembly.
At the press conference, the press questioned that the first session of the 16th National Assembly took place 2-3 months earlier than usual compared to the previous term. It is expected that if the second session only takes place in October, many urgent contents, important laws and resolutions may not be considered promptly.
Meanwhile, the Politburo has directed to study increasing the National Assembly session. So how has this issue been prepared and considered?
Answering this content, Deputy Chairman of the National Assembly Office Nguyen Van Hien said that regarding the study of increasing the number of National Assembly sessions, in Conclusion No. 09-KL/TW dated March 10, 2026, it is proposed to continue to innovate the organization and operation of the National Assembly in legislative activities in the direction of reasonably increasing the number of National Assembly sessions, especially through online forms.
At the opening session of the session, the General Secretary clearly stated that in a constantly changing world, the National Assembly cannot operate at the old pace and in the old way. The National Assembly must have the capacity to adapt faster, respond to policies more promptly, and decide issues faster but still tightly and correctly.
It is necessary to continue to study and reasonably increase the number of sessions, diversify and flexibilize the forms of activities of the National Assembly and the agencies of the National Assembly, especially strongly applying digital technology, online forms and digital ecosystems to improve timeliness, proactiveness and efficiency in considering and deciding policies.

Mr. Nguyen Van Hien also said that currently the Constitution, the Law on Organization of the National Assembly and the Internal Regulations of Sessions stipulate that the National Assembly holds 2 regular sessions a year. In necessary cases, non-regular sessions can be held at the request of the President, the National Assembly Standing Committee, the Prime Minister or 1/3 of the National Assembly deputies.
Thus, in terms of legal basis, in addition to regular sessions, there will be non-regular sessions.
Besides core values in parliamentary activities such as democracy, rule of law, publicity, and transparency, in the past time, the National Assembly has promoted values such as modernity, flexibility, and rapid policy response.
These are innovative contents, this is to narrow the gap between policies from the time they are promulgated to when they go into life. When there are correct policies, the National Assembly will institutionalize them fully and promptly; the Government will organize and relevant agencies will effectively implement them.
In that spirit, if there are urgent issues, requirements for socio-economic development, important issues that need to be institutionalized under the functions of the National Assembly, we have sufficient legal and practical basis to organize National Assembly sessions immediately.
Therefore, there is no reason for us to be afraid of not being able to quickly institutionalize important issues and urgent issues under the authority of the National Assembly because the National Assembly cannot organize a session," emphasized the Deputy Chairman of the National Assembly Office.
