Voters recommend that the Ministry of Transport carefully and thoroughly study the investment and construction plan and select partners to ensure reputation and reliability to implement the North-South high-speed railway project to ensure quality and effective use of the state budget.
Voters also recommended that the Ministry of Transport should strengthen management and close supervision, ensure progress, quality and use of resources economically and effectively, and prevent violations for the North-South expressway construction project in the East.
Regarding the above content, the Ministry of Transport responded as follows:
North-South high-speed railway project
Implementing the Party's policy, specifying the National Master Plan and the Vietnam Railway Network Planning, the Ministry of Transport has carefully and thoroughly studied to select investment options and solutions to organize the implementation of the high-speed railway line on the North - South axis.
Currently, the project has been approved by the National Assembly in the investment policy in Resolution No. 172/2024/QH15 dated November 30, 2024.
Because this is a strategic project, creating a breakthrough driving force for socio-economic development, contributing to improving the country's competitiveness, with complex technical and technological standards, and especially large investment resources, being implemented for the first time in Vietnam, the Ministry of Transport agrees with voters' recommendations to carefully choose reputable partners to implement the project and the Ministry is directing project implementation units to ensure compliance with legal regulations.
Project to build the North - South expressway project in the East
For the above project, the Ministry of Transport has been synchronously implementing the following solutions:
Direct investors and the Project Management Board to require contractors to prepare a comprehensive and detailed construction progress for each package as a basis for reviewing and evaluating actual construction progress.
If the progress is not met, there must be timely solutions (organizing overtime, increasing shifts, making the most of the day with favorable weather conditions to organize construction).
Closely coordinate with localities to thoroughly resolve difficulties and problems related to site clearance and construction materials; request localities to review, reduce procedures and speed up the progress of granting material mines to construction contractors.
Continue to coordinate with the Ministry of Construction to resolve difficulties and problems related to fluctuations in raw, natural and construction materials prices; with the Ministry of Natural Resources and Environment to guide procedures for granting licenses for material mines...
Strengthen site inspection, urge investors/Project Management Boards and contractors to speed up construction progress; organize weekly and monthly progress review board meetings; strictly criticize and review the responsibilities of heads of Project Management Boards with delayed projects; Request Investors/Project Management Boards to arrange leaders, increase capacity and experience staff to regularly be present at the site to direct, operate, and immediately resolve arising problems.
The Ministry speeds up acceptance and payment work; resolutely handles contractors who violate progress such as: warnings, reminders; cutting and transferring volumes; for contractors who seriously violate and are unable to complete contracts on schedule, the contract will be considered for termination.
Along with ensuring the progress of projects, the Ministry of Transport identifies the quality of works and the use of resources economically and effectively, preventing violations is always a top priority factor.
To achieve the above goal, the Ministry of Transport requires entities participating in the construction investment process to promote their responsibility, especially the role and responsibility of the head in strictly implementing regulations on construction investment management and regularly issuing directives, telegrams, and directives from the Minister on quality management and resource use in an economical and efficient manner.
