On August 30, information from the National Assembly Office said that the National Assembly has issued Resolution 39/2026/QH16 on the establishment of Bac Ninh city.
The Resolution clearly states that the establishment of Bac Ninh city is based on the entire natural area and population size of Bac Ninh province.
Bac Ninh City borders provincial-level administrative units including: Hanoi, Hai Phong, Hung Yen, Lang Son, Quang Ninh and Thai Nguyen.
The Resolution takes effect from September 20, 2026.
According to the Resolution, the Government, the People's Council, the People's Committee of Bac Ninh province (People's Council, People's Committee of Bac Ninh city from the date this Resolution takes effect) and relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and consolidating the organizational structure of agencies and organizations in localities according to regulations; stabilizing the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.
Agencies, organizations, and units with names associated with the place name "Bac Ninh province" are renamed to operate with names associated with the place name "Bac Ninh city" from the date this Resolution takes effect.
In case legal documents are issued before the effective date of this Resolution and continue to be implemented after the effective date of this Resolution with the phrase "Bac Ninh province", they are changed to the phrase "Bac Ninh city".
Documents and papers with content related to the place name of Bac Ninh province that have been issued and issued by competent agencies and people before the effective date of this Resolution but have not expired or have not expired their validity, shall continue to be applied and used according to the provisions of law until the expiration of the term or are amended, supplemented, replaced, abolished, canceled, or recovered by competent agencies and people.
From the date this Resolution takes effect, in addition to regimes and policies for centrally-run cities, specific mechanisms, regimes, and policies for Bac Ninh province in the past will continue to be implemented in Bac Ninh city until the end of the application period or until a decision from a competent authority is issued.
Previously, at the first Extraordinary Session, the National Assembly voted to pass the Resolution on the establishment of Bac Ninh city. 480 delegates participated in the vote, of which 480 delegates agreed (96% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).
