On April 1, the Government Office said that the Government has just issued Resolution No. 71/NQ-CP implementing Resolution No. 256/2025/QH15 dated December 11, 2025 of the National Assembly on the investment policy for the Gia Binh International Airport (Gia Binh Airport) construction investment project.
The Government resolved that the project implementation process must ensure the construction of Gia Binh airport according to international standards, becoming a smart, green, sustainable, new generation international-class airport.
From there, meeting the needs of socio-economic development, serving dual-use exploitation, ensuring national defense and security activities and important foreign affairs events, including the APEC Summit 2027.
The project meets 5-star international airport service standards, belongs to the top 10 leading 5-star airports in the world according to Skytrax criteria and is in the group of airports with excellent passenger experience according to the assessment of the International Airports Council; aiming to be the aviation gateway of the North.
The organization of project implementation must ensure synchronization and efficiency according to each investment phase; prioritize completing items serving phase 1 to meet exploitation requirements according to the approved capacity; and at the same time have an appropriate investment roadmap to achieve exploitation scale according to the orientation to 2050.
The recovery of land, change of land use purpose, allocation of capital and mobilization of resources to implement projects must be carried out in accordance with the law, ensuring publicity, transparency, and harmony of interests of the State, investors and people; associated with the requirements of environmental protection and economical and efficient land use.
Ministers of the Ministries of Public Security, Construction, Finance, Agriculture and Environment, Chairman of Bac Ninh Provincial People's Committee and heads of competent agencies proactively base on specific mechanisms and policies for projects at Gia Binh airport, ensuring progress, efficiency, and quality of works and projects.
For investment projects to build air traffic operation assurance works of Gia Binh International Airport under the scope of regulation of Resolution No. 03/2025/NQ-CP, they are implemented according to the public-private partnership (PPP) method, build-transfer (BT) contract type in the form of non-required payment.
Accordingly, the Ministry of Construction is the competent authority of the project; receives all dossiers and preparation and implementation results from the Ministry of Public Security and relevant agencies and units to implement the next steps; completes the approval of the investment project and signs contracts with investors within 30 days after this Resolution takes effect (March 31, 2026), meeting the requirements of completing works to ensure synchronous flight operations with the project completion progress.
According to Resolution No. 256/2025/QH15 dated December 11, 2025 of the National Assembly, the total investment capital of the Gia Binh airport construction investment project is about 196.378 billion VND.
The project implementation progress is expected to be divided into 2 phases. In which, phase 1 (from 2025-2030): Phase 1. 1 (from 2025-2027): Complete the construction of necessary works to serve the APEC Summit 2027.
Phase 1. 2 (from 2026-2030): Complete the construction of the remaining works of phase 1 to ensure synchronous operation and exploitation to meet the capacity of 30 million passengers/year and 1.6 million tons of goods/year.
Phase 2 (from 2031-2050): Complete the construction of works to meet a capacity of 50 million passengers/year and 2.5 million tons of goods/year.
Project operating term: 70 years.
