On behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 350-QD/TW dated August 29, 2025 on subjects, standards and decentralization of political theory training.
Regulation No. 350-QD/TW applies to cadres, civil servants, and public employees in Party, State, and Vietnam Fatherland Front agencies, socio-political organizations, public service units, state-owned enterprises, and armed forces (collectively referred to as cadres); Party committees, party organizations, and advisory and support agencies of Party committees.
Subjects of intermediate training in political theory
Officials in office or planning:
- Party Committee level: Member of the grassroots Party cell, grassroots Party Committee or higher.
- Cadres, civil servants, and public employees: Deputy heads of departments (equivalent) or higher of public service agencies and units under the commune and provincial levels and under the central departments, ministries, branches, agencies, and units.
- Military officers: Battalion-level commanders; deputy chief of staff, deputy head of the regiment's political affairs (equivalents); commanders of departments (offices) at the Brigade, division, provincial military command (equivalents) or higher.
- Police officers: Deputy police chief at the commune level, deputy team leader (equivalent) or higher.
- Enterprise cadres: Heads of departments, heads of departments (equivalents) or more of state-owned companies (corporations) under the provincial People's Committee; heads of departments, heads of departments (equivalents) or more under corporations, companies (corporations), state-owned commercial banks.
Lecturers will directly teach intermediate political theory training programs at academies and schools with intermediate political theory training tasks.
Standards for intermediate training in political theory
The standards for intermediate political theory training include: reserve or formal party members. Graduated from college or higher (graduated from high school or higher for cadres who are ethnic minorities and work in communes and special zones in mountainous, border, island areas, remote areas, ethnic minority areas, areas with particularly difficult socio-economic conditions). Two consecutive years of being sent to school are classified as having completed their tasks well or better.
No-concentrating academic staff: female from 28 years old, male from 30 years old and above. In special cases, the competent authority shall consider and decide.
Subjects of advanced training in political theory
Current officials:
- Member of the Party Executive Committee of the direct superior of the grassroots Party organization or higher.
- Head of department (equivalent) at the commune level or higher.
Officials in office or planning:
- Party Committee level: Member of the Standing Committee of the Party Committee at the direct superior level of the grassroots party organization or higher.
- Cadres, civil servants, and public employees: Commanders of military commands, chairmen of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at the commune level (equivalent) or higher; heads of departments (equivalent) at the provincial level or higher; heads of departments (equivalent) or higher under departments, ministries, branches, agencies, or units at the central level.
- Military officers: Regiment Commanders, regular regroupes of regroupes (equivalent); commanders of Brigades, divisions, military commands at the provincial level (equivalent); commanders of agencies at the campaign and strategy levels; hospital and research institute board of directors, chairmen, board of directors of companies (corporations) of enterprises under the Ministry of National Defense or higher.
Police officers: Commune-level police chief, deputy department chief (equivalent) or higher.
- Corporate staff: Board of members (management), board of directors (equivalent) or more at state-owned companies (corporations) under the provincial People's Committee; board of members (management), board of directors (equivalent) or more at corporations, companies (corporations), state-owned commercial banks.
The lecturer has 3 years of experience and will directly teach advanced training programs in political theory at academies with the task of providing advanced training in political theory.
This regulation takes effect from the date of signing (August 29, 2025), replacing Regulation No. 57-QD/TW, dated February 8, 2022 of the Secretariat on "object, standards and decentralization of political theory training" and the provisions in previous regulations are no longer suitable.
High-level training standards for political theory
The standards for advanced training in political theory include: Official Party membership. University graduate or higher. Two consecutive years of being sent to school are classified as having completed their tasks well or better. No-concentrating education cadres: Female from 33 years old, male from 35 years old and above. In special cases, the competent authority shall consider and decide.
