On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying quality for collectives and individuals in the political system.
Regulation No. 366-QD/TW of the Politburo consists of 4 chapters and 19 articles, regulating the purpose, requirements, principles, and basic contents of reviewing, evaluating, and classifying quality for collectives and individuals in the political system by term, annually, quarterly, or when necessary.
This regulation applies to Party committees, Party organizations, collectives of leadership, management, organization, agency, unit (abbreviated as collective) and individuals in the political system from the Central to the grassroots level.
The regulations are issued for the purpose of:
Ensure unity and synchronization in reviewing, evaluating, and classifying quality for collectives and individuals in the political system.
Uphold the spirit of self-criticism and criticism, self-criticism, self-rediting, seeing advantages to promote, limit, and shortcomings to overcome; proactively detect and prevent signs of degradation, "self-evolution", "self-transformation", corruption, waste, and negativity, contributing to improving the leadership capacity and fighting strength of the Party organization, cadres, and Party members, building a clean and strong Party.
Develop criteria to evaluate collectives and individuals in the political system to determine the level of task completion as a basis for appointment, planning, use, treatment, reward, screening, replacement, discipline, temporary suspension of work, dismissal, resignation, dismissal of cadres who have degraded in political ideology, ethics, lifestyle, violated Party regulations and State laws, limited capacity, and failed to complete assigned tasks, contributing to building a team of professional, responsible, dynamic, and creative cadres to serve people and businesses, contributing to the development of the country in the new period.
Regulations require:
Unify the principles, framework of criteria, methods, authority, processes, and procedures for assessing collectives and individuals in the political system according to decentralization, ensuring consistency and unity from the Central to the grassroots level.
The assessment must be based on work efficiency, performance results of specific tasks and products associated with job position, responsibilities, tasks according to quantity, progress, and quality.
Raising awareness and responsibility of the collective, especially the head and each cadre and party member; ensuring the work of reviewing, evaluating and classifying must be democratic, fair, objective, scientific, true to reality, and prohibited from form.
Synchronized with the innovation of the Party's leadership method and state administrative reform, especially in the context of digital transformation.
The regulation clearly states the bases for reviewing, evaluating, and classifying, which are: Party Charter, resolutions, and relevant Party regulations; The implementation of functions, tasks, powers, responsibilities, and the results of performing tasks of collectives and individuals assigned by competent authorities.
This regulation replaces Regulation No. 124-QD/TW, dated October 4, 2023 of the Politburo on annual quality review, assessment and classification for collectives and individuals in the political system; effective from the date of signing and disseminated to the Party cell.
