According to Instruction No. 18-HD/MTTW-BTT of the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF), the arrangement of deputy heads of the VFF and socio-political organizations shall comply with Instruction 31. Pay attention to the following contents:
- After the Provincial Standing Committee/City Party Committee shall decide on the Union President, Chairman of the Women's Union, Chairman of the Farmers' Union, Secretary of Ho Chi Minh Communist Youth Union, Chairman of the provincial Veterans Association under the new model; The number of Vice President of Vietnam Fatherland Front level includes: Chairman (if any), Vice Chairman of Vietnam Fatherland Front of the provinces before the merger and heads of socio -political organizations of the new administrative unit.
- Currently, the Central Organizing Committee collected comments on the draft stipulating the functions, tasks and organizational structure of the Vietnam Fatherland Front Committee of the provincial and commune level according to the new model (replacing the Decision 212-QD/TW of December 30, 2019 of the Secretariat on the functions, tasks, organizational structure and payroll of the Vietnam Fatherland Front Committee of the provincial-level level, the district level of the Vice-level level of the Fatherland level) provincial and commune levels.
When localities reorganize their apparatus according to the two-level government model, the number of Vice Presidents of the Vietnam Fatherland Front and socio-political organizations (in merged places) compared to the expected number of deputy heads in the future is very large. Therefore, the Vietnam Fatherland Front and socio-political organizations need to proactively propose to the Provincial/City Party Committee Standing Committee for arrangement and arrangement accordingly.
According to Instruction 31, the structure of the Standing Committee of the Vietnam Fatherland Front Committee of provinces and cities: includes the Chairman and Vice Chairmen, not including non-professional Vice Chairmen (if any).
- For provinces and cities subject to consolidation:
Vice President structure: Considering the arrangement of comrades who are presidents and vice presidents in charge of the Fatherland Front of the provinces today and the heads of socio -political organizations. In particular, arranging 1 vice president and at the same time as Chairman of the Provincial Labor Union; 1 Vice Chairman and at the same time as Chairman of the Provincial Farmers Association; 1 Vice Chairman and at the same time as Chairman of the Provincial Women's Union; 1 Vice Chairman and at the same time as Secretary of the Ho Chi Minh Communist Youth Union; 1 Vice Chairman and at the same time as Chairman of the Provincial Veterans Association. When the Congress shall comply with the guidance of the competent authority.
- For non-merged provinces and cities:
structure of Vice Chairmen: Arrange comrades as current Vice Chairmen of the Provincial and Municipal Youth Union Committee and 5 heads of socio-political organizations as Vice Chairmen who are also heads of socio-political organizations (implemented as for provinces and cities subject to merger).
When the Congress is held, the number of Vice Chairmen of the Vietnam Fatherland Front Committee shall follow the instructions of competent authorities.
For the provinces and cities subject to merger, in terms of the number of deputy heads of socio-political organizations, the number of deputy heads will remain the same as at present. When the Congress of each organization follows the instructions of the competent authority.
- For provinces and cities that are not merged, in terms of the number of deputy heads of socio-political organizations, the number of deputy heads will remain the same as at present. When the Congress of each organization follows the instructions of the competent authority.
