On October 29, the Office of the National Assembly said that, on behalf of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 106/2025/UBTVQH15 regulating the number of Vice Chairmen of People's Councils, Deputy Heads of Committees of People's Councils at the provincial and commune levels and the arrangement of People's Council delegates at the provincial and commune levels to perform full-time activities.
According to the Resolution, the number of Vice Chairmen of the Provincial People's Councils is stipulated as follows:
The city is formed by the arrangement of 3 provincial-level administrative units with no more than 4 Vice Chairmen of the People's Council;
The city formed by the arrangement of 2 provincial-level administrative units with no more than 3 Vice Chairmen of the People's Council;
Provinces formed after the arrangement shall have no more than 3 Vice Chairmen of the People's Council;
Provincial administrative units that do not implement the arrangement must have no more than 2 Vice Chairmen of the People's Council.
The Resolution also stipulates the number of Deputy Heads of Committees of Provincial People's Councils.
Accordingly, the number of Deputy Heads of the Legal Committee, the Economic - Budget Committee, and the Cultural - Social Committee of the Provincial People's Council in the administrative unit formed after the arrangement is regulated as follows:
Provinces and cities formed by the arrangement of 3 provincial-level administrative units with no more than 4 Deputy Heads of Committees;
Provinces and cities formed by the arrangement of 2 provincial-level administrative units with no more than 3 Deputy Heads of the Committee.
The number of Deputy Heads of the Ethnic Committee of the Provincial People's Council in the administrative unit formed after the arrangement is regulated as follows:
In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of 3 provincial-level administrative units before the arrangement, there must be no more than 4 Deputy Heads of the Committee;
In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of 2 provincial-level administrative units before the arrangement, there must be no more than 3 Deputy Heads of the Committee;
In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of a provincial-level administrative unit before the arrangement, there must be no more than 2 Deputy Heads of the Committee.
Also according to the Resolution, the Urban Committee of the City People's Council formed after the arrangement has no more than 2 Deputy Heads of the Committee.
In provincial administrative units that do not implement the arrangement, each Committee of the Provincial People's Council has no more than 2 Deputy Heads of Committees.
The Resolution also clearly states the number of Vice Chairmen of the People's Councils at the commune level. Accordingly, the People's Council at the commune level has 1 Vice Chairman of the People's Council.
At the same time, the number of Deputy Heads of Committees of People's Councils at the commune level is regulated. Each Committee of the People's Council at the commune level is calculated with an average of 2 Deputy Heads of the Committees.
Based on the scale of natural area, population, classification of administrative units, urban classification, economic scale, practical situation of the locality and orientation of the Provincial Party Standing Committee, City Party Committee, the Standing Committee of the Provincial People's Council specifically decides on the number of Deputy Heads of the People's Council in each commune-level administrative unit.
In the transitional provisions, the Resolution clearly states that in localities formed after the merger with more Vice Chairmen of People's Councils and Deputy Heads of Provincial People's Councils at the end of the 2021-2026 term than prescribed, the number at the beginning of the 2026-2031 term will remain the same, but there must be a roadmap to gradually reduce it.
By July 2030, this figure must comply with the provisions of the Resolution.
