The Ministry of Home Affairs responds to the proposal on wages after merging communes

The Ministry of Home Affairs has responded to the opinion of the People's Committee of Quang Ninh province on the draft Proposal and Decree regulating the minimum wage.

The Ministry of Justice is reviewing the Draft Decree regulating the minimum wage developed by the Ministry of Home Affairs before submitting it to the Government for approval.

Accordingly, the Draft Decree stipulates the adjustment of the minimum wage to increase by 7.2% compared to the current level to be applied from January 1, 2026.

The draft stipulates the minimum monthly salary levels in 4 regions as follows: Region I is 5,310,000 VND/month, Region II is 4,730,000 VND/month, Region III is 4,140,000 VND/month, Region IV is 3,700,000 VND/month.

The above minimum wage increases from 250,000 VND - 350,000 VND (equivalent to an average of 7.2%) compared to the current minimum wage.

The above minimum wage adjustment is about 0.6% higher than the minimum living standard of employees until the end of 2026 to improve employees.

The People's Committee of Quang Ninh province has given its opinion on the draft Proposal and Decree regulating the minimum wage.

The People's Committee of Quang Ninh province proposes that Clause 4 of this Draft Decree should inherit the content specified in Clause 7, Article 15 of Decree 128/2025 on "When applying the minimum monthly salary and minimum hourly salary for employees working for employers at the commune level in the Decree regulating the regional minimum wage in 2026 in cases where the minimum wage is lower than the current minimum wage of the enterprise, the employer shall continue to implement the current minimum wage until the minimum wage prescribed by the Government is equal to or higher than the current salary of the enterprise".

Responding to the above opinion, the Ministry of Home Affairs said that this is the content stipulated in Decree No. 128/2025 dated June 11, 2025 of the Government to ensure the rights of employees during the adjustment period prescribed from the minimum wage according to the district level to the commune level (this content is expected to be applied for 6 months, from July 1, 2025 to January 1, 2026).

"This content does not need to be regulated after the period of stable application of the minimum wage according to the commune level" - the Ministry of Home Affairs said.
