On October 16, the National Assembly Standing Committee passed a Resolution regulating the number of Vice Chairmen of People's Councils (PCs), Deputy Heads of Committees of People's Councils at the provincial and commune levels and the arrangement of People's Council delegates at the provincial and commune levels to work full-time.
The Resolution clearly states that provinces and cities formed after merging and consolidating from 3 provincial-level administrative units shall have no more than 4 Vice Chairmen of the People's Council.
For provinces and cities after merging or consolidating from 2 provincial-level administrative units, there are no more than 3 Vice Chairmen of the People's Council.
In localities that do not implement the merger or consolidation, there must be no more than 2 Vice Chairmen of the People's Council.
Regarding the number of Deputy Heads of the Provincial People's Councils, the Resolution of the National Assembly Standing Committee clearly states that in provinces and cities formed after the merger or consolidation from 3 provincial-level administrative units, there will be no more than 4 Deputy Heads of the Committees.
Provinces and cities formed after merging or consolidating from 2 provincial-level administrative units shall have no more than 3 Deputy Heads of Committees.
The Resolution recently passed by the National Assembly Standing Committee also clearly states the principles for arranging full-time People's Council delegates at the provincial and commune levels.
Accordingly, the Provincial People's Council can arrange full-time People's Council delegates for the positions of: Chairman of the People's Council; Head of the People's Council Committee and Member of the People's Council's Committee.
In case the Chairman of the Provincial People's Council is arranged as a full-time People's Council delegate, the number of Vice Chairmen of the Provincial People's Council will be reduced by 1 person.
If the head of the People's Council at the provincial and commune levels is appointed as a full-time People's Council delegate, the number of Deputy Heads of the People's Councils will also be reduced by 1 person.
At the commune level, the People's Council at the commune level can arrange full-time delegates for the positions of Chairman of the People's Council and Head of the People's Council's Committee.
Vice Chairmen of People's Councils and Deputy Heads of Committees of People's Councils at the provincial and commune levels are full-time People's Council delegates.
In the transitional provisions, the Resolution clearly states that in localities formed after the merger with more Vice Chairmen of People's Councils and Deputy Heads of Provincial People's Councils at the end of the 2021-2026 term than prescribed, the number at the beginning of the 2026-2031 term will remain the same, but there must be a roadmap to gradually reduce it.
By the end of 2030, this figure must comply with the provisions of the Resolution.
The National Assembly Standing Committee also voted to pass a Resolution guiding the determination of the expected structure, composition and allocation of the number of people recommended to run for People's Council delegates at all levels for the 2026-2031 term.
According to the Resolution, the proportion of female delegates on the official list of candidates is guaranteed to be at least 35%; strive for a winning rate of about 30% at each level (provincial and commune levels).
Delegates who are non-Party people strive to achieve a rate of no less than 10% at each level (provincial and commune levels); Young delegates (under 42 years old) strive to achieve a rate of no less than 15% at the provincial and commune levels.
