Administrative agencies at all levels have basically improved their organization, arranged enough personnel, clearly defined functions, tasks, and authority; initial regimes and policies were implemented, creating a legal and practical basis for operating the new model.
The administrative apparatus has been streamlined, the number of intermediaries and focal points has been significantly reduced, thereby saving budget costs, reducing intermediary levels, and shortening the work handling process.
The management capacity of local governments has been enhanced, the responsibility of heads has been promoted, clearly demonstrated through the regular inspection and supervision mechanism of the Central and local governments.
The positions of leaders of People's Committees at all levels are completed in a timely manner. To date, 100% of localities have arranged enough Chairmen, Vice Chairmen and members of the People's Committee at the provincial and commune levels.
Many localities, ministries and branches have carried out rotation, transfer, secondment, and increased the number of professional and experienced cadres in key areas at the commune and provincial levels.
Currently, the Ministry of Home Affairs is urgently developing and completing to submit to the National Assembly Standing Committee resolutions regulating the number of Vice Chairmen, Deputy Heads of People's Councils at the provincial and commune levels and the number of full-time People's Council delegates at the provincial and commune levels; stipulating the criteria and conditions for establishing the Ethnic Committee of the provincial People's Council.
Submit to the Government decrees regulating the framework for the number of Vice Chairmen of the People's Committee, the structure of the People's Committee, the order and procedures for proposing to approve the results of the People's Council in electing, dismissing, and removing the Chairman and Vice Chairman of the People's Committee, the order and procedures for transferring, removing the Chairman and Vice Chairman of the People's Committee, and assigning the authority of the Chairman of the People's Committee.
Previously, on the afternoon of September 29, Deputy Minister of Justice Dang Hoang Oanh chaired a meeting of the Council for appraisal of the draft Resolution of the National Assembly Standing Committee (NASC) regulating the number of Vice Chairmen of the People's Councils, Deputy Heads of Committees of People's Councils at the provincial and commune levels and the arrangement of full-time People's Council delegates at the provincial and commune levels.
The draft Resolution stipulates that the number of Vice Chairmen of the Provincial People's Councils for provinces and cities implementing the merger and consolidation of 3 provincial administrative units (DVHC) does not exceed 4 Vice Chairmen of the People's Councils.
The city will merge 2 provincial-level administrative units with no more than 3 Vice Chairmen of the People's Council; the province will merge and merge with no more than 3 Vice Chairmen of the People's Council.
For provinces/cities that do not implement consolidation and consolidation, there must be no more than 2 Vice Chairmen of the People's Council. In case the Chairman of the Provincial People's Council is arranged as a full-time People's Council delegate, the number of Vice Chairmen of the Provincial People's Council will be reduced by 1 person.
The number of Vice Chairmen of the People's Council, Deputy Heads of the People's Council's Committees and members of the Hanoi People's Council's Committees are full-time People's Council delegates in accordance with the provisions of the Capital Law.
Regarding the number of Vice Chairmen and Deputy Heads of Committees of People's Councils at the commune level, the draft Resolution stipulates that the commune level has 1 Vice Chairman of the People's Council. Each Committee of the People's Council at the commune level is calculated with an average of 2 Deputy Heads of the Committees.
