When reorganizing the apparatus, the name of the agency specified in the documents is converted according to the name of the agency receiving that function and authority.

National Assembly Chairman Tran Thanh Man has signed and issued Resolution 190/2025/QH15 of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.

This Resolution stipulates the handling of a number of issues related to the arrangement of the state apparatus, including: handling principles; changing the names of competent agencies, organizations, units, and titles;

The performance of functions, tasks, and powers of competent agencies and titles according to the provisions of law, international treaties, international agreements, and the handling of a number of other issues when implementing the arrangement of the state apparatus.

Regarding the principle of handling a number of issues related to the arrangement of the state apparatus, the Resolution clearly states that it is necessary to ensure compliance with the provisions of the Constitution and ensure a legal basis for the normal, continuous and smooth operation of agencies;

Do not interrupt work, do not overlap, overlap or miss functions, tasks, fields, and areas; do not affect the normal operations of society, people, and businesses.

Ensure human rights and civil rights; ensure publicity and transparency, create favorable conditions for individuals and organizations in accessing information, exercising rights, obligations and procedures according to the provisions of law.

Regarding the name and use of the seal of a competent agency or title, when implementing the arrangement of the state apparatus, the name of the agency or title prescribed in the documents shall be converted according to the name of the agency or title receiving the functions, tasks and powers.

As for competent agencies and titles that have changed after the arrangement of state apparatus organizations, they are allowed to use seals, carry out procedures for registering seal models, and hand over seals according to the provisions of law.

When implementing the arrangement of the state apparatus, the functions, tasks and powers of the competent authority and title according to the provisions of law shall continue to be implemented by the agency or title receiving that function, task and power.

In case when reorganizing the state apparatus, the name, functions, tasks, powers, position, model, and organizational structure of the agency after the reorganization changes, the competent authority or person shall issue regulations on the functions, tasks, powers, and organizational structure of the agency formed after the reorganization other than the provisions in the legal documents of the superior state agency issued before reorganizing the state apparatus but must ensure compliance with the reorganization plan approved by the competent authority.
