The newly issued Ministry of Home Affairs Circular 001/2025/TT-BNV stipulates the internal rules and regulations for recruitment, promotion, and consideration of promotion of civil servants and public employees, effective from May 1, 2025.
The Circular clearly states regulations on organizing the consideration of promotion of civil servant professional titles.
Accordingly, the members of the appraisal team assigned to appraise the dossier and the same application will conduct a general appraisal of that dossier.
Based on the composition of the application and the criteria for appraisal the application, the member appraising the application will assess whether the application meets the standards and conditions for considering promotion of civil servant professional titles and record the appraisal results and related information (if any) in the Appraisal Application.
When appraising the dossier, if the members appraising the dossier do not agree on the appraisal results, the appraisal dossier and the appraisal results of the members will be transferred to the Head of the dossier appraisal Committee for consideration and decision or reported to the Head of the General Appraisal Committee, report to the Chairman of the Council for consideration and decision.
The appraisal results of each application are compiled into the final summary table of appraisal results with the signatures of the members participating in the application appraisal and the Head of the Appraisal Board.
The Head of the appraisal Board hands over the appraisal results of each application, the summary table of appraisal results is packed in bags that are still sealed to the Council.
When handing over or receiving, a handover record must be made with the signature of the delivering party, the recipient party, the Council representative, and the Supervisory Board representative.
Based on the number of applications, nature of professional activities, standards, and conditions for considering promotion of civil servant professional titles, the Council can directly appraise the application according to the provisions of this Article without having to establish a Document Appraisal Board.
The Ministry of Home Affairs said that the Chairman of the Council held a Council meeting to review the results of the promotion review; members of the Council discussed and discussed publicly and democratically the results of the promotion review; agreed on the results of the promotion review and the list of successful civil servants.
The Chairman of the Council reports to the head of the agency or unit organizing the promotion review of civil servant professional titles for consideration and decision to approve the results of the promotion review and the list of successful civil servants according to regulations.
Also according to the Ministry of Home Affairs, the determination of successful candidates in the promotion exam is carried out according to the provisions of Article 40 of Decree No. 115/2020/ND-CP, which has been amended in Clause 20, Article 1 of Decree No. 85/2023/ND-CP and the regulations of the Ministry for the management of professional titles of specialized civil servants.
