This regulation is mentioned in Decision No. 01/2026/QD-TTg on the implementation of a number of articles of the Law on Emulation and Commendation; which clearly stipulates the order and procedures for considering and posthumously awarding the "Recent Youth Volunteer Medal".
The dossier includes a declaration requesting consideration, proof papers, dossiers submitted to the Chairman of the Provincial People's Committee, and dossiers submitted to the Prime Minister.
The order and procedures for considering and posthumously awarding the "Recent Youth Volunteer Medal" are implemented as follows:
Youth Volunteers or relatives of Youth Volunteers prepare a request dossier according to the regulations at 1 above and submit directly or by post 1 set of dossiers to the commune-level People's Committee where the Youth Volunteer registers to reside or the place of residence of the relatives who stand out to declare residence.
Commune-level People's Committees within 15 working days from the date of receiving sufficient dossiers according to regulations are responsible for:
- Publicly announce the list of cases requesting consideration for awarding and posthumously awarding the "Recent Youth Volunteer Medal" on mass media and post it on the electronic information page of the commune-level People's Committee (if any) within 10 working days;
- Organize a conference to propose consideration and posthumous award of the "Medailleur of Glorious Youth Volunteers";
- Submit to the Chairman of the Provincial People's Committee for consideration and proposal for commendation for cases that meet the conditions, standards, dossiers, and procedures according to regulations.
Provincial People's Committees within 15 working days from the date of receiving sufficient dossiers according to regulations are responsible for:
- Direct the Department of Home Affairs to receive dossiers requesting commendation, coordinate with the Provincial-level Former Youth Volunteer Association (Contact Committee) (if any) to organize appraisal of dossiers requesting consideration for awarding and posthumously awarding the "Medailleur Youth Volunteer Medal" and sign confirmation of the appraisal results in the Personal Achievement Declaration.
- Submit to the Prime Minister (through the Ministry of Home Affairs) for consideration and proposal for commendation for cases that meet the conditions, standards, dossiers, and procedures according to regulations.
The Ministry of Home Affairs within 20 working days from the date of receiving sufficient dossiers according to regulations is responsible for:
- Appraisal of dossiers and consultation with relevant agencies (if any);
- Submit to the Prime Minister for consideration and submit to the President for decision on awarding and posthumously awarding the "Resounding Youth Volunteer Medal".
The decision clearly states that the Ministry of Home Affairs is responsible for sending the commendation decision to the commendation submitting level. In case conditions, standards, procedures, and dossiers are not met, within 10 working days from the date of completion of appraisal, notify the appraisal results to the commendation submitting level.
The Provincial People's Committee, after receiving the President's award decision, directs the organization of awarding and receiving the "Gloryful Youth Volunteer Medal" for the awarded cases to ensure solemnity, in accordance with tradition and the recipients of awards according to the provisions of Decree No. 152/2025/ND-CP.
For cases where conditions, standards, procedures, and dossiers are not met, within 5 working days from the date of receiving the notice from the Ministry of Home Affairs, the provincial-level People's Committee is responsible for notifying the appraisal results to the commune-level People's Committee to notify individuals requesting commendation.
Young volunteers who are considered for consideration and posthumously awarded the "Gloryful Youth Volunteer Medal" are awarded Certificates, frames, Medals, and Medal boxes according to regulations.
