Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 01/2026/QD-TTg detailing the implementation of a number of articles of the Law on Emulation and Commendation; which clearly stipulates the order and procedures for considering and posthumously awarding the "Resounding Youth Volunteer Medal".
According to regulations, the subjects applying for consideration and posthumous award of the "Medailleur of Glorious Youth Volunteers" include:
- Youth volunteers with achievements in the resistance wars, national defense, completing tasks, having participated in the youth volunteer force concentrated for 24 months or more.
- Youth volunteers who sacrificed themselves while on duty in the resistance wars, protecting the Fatherland, have been recognized as martyrs.
Regarding the authority to consider, propose to award, and posthumously award the "Recent Youth Volunteer Medal", the decision stipulates that the Chairman of the Commune-level People's Committee directs the appraisal of dossiers requesting consideration and posthumous award of the "Recent Youth Volunteer Medal" in the area, submitting them to the Chairman of the Provincial-level People's Committee for consideration and proposal for commendation.
The Chairman of the Provincial People's Committee directs the appraisal of dossiers requesting the awarding and posthumous conferment of the "Recent Youth Volunteer Medal" in the area, submitting them to the Prime Minister for consideration, and submitting them to the President for decision on awarding and posthumously conferring the "Recent Youth Volunteer Medal" through the Ministry of Home Affairs.
The Ministry of Home Affairs appraises the dossier to submit to the Prime Minister for consideration and submit to the President for decision on awarding and posthumously awarding the "Resounding Youth Volunteer Medal".
The time frame for calculating commendation is specified as follows:
- The resistance war against the French colonialists from July 15, 1950 to July 20, 1954.
- The resistance war against American imperialism from July 21, 1954 to April 30, 1975, including: Combating American imperialism in the North; combating American imperialism in the South; performing tasks to help the friendly country of Laos from May 1972 to December 1975.
- Period of war to protect the Fatherland and perform international duties:
Individuals directly participating in combat, directly serving in combat. The time limit is as follows:
War to protect the Southwest border from May 1975 to January 7, 1979;
War to protect the Northern border from February 1979 to December 31, 1988;
Performing duties to help Laos from May 1975 to December 31, 1988;
Performing international duties in friendly Cambodia from January 1979 to August 31, 1989;
Performed Ful-ro raids from May 1975 to December 1992.
According to the principle of considering and posthumously awarding the "Recent Youth Volunteer Medal", youth volunteers are considered for and posthumously awarded the "Recent Youth Volunteer Medal" once and for all.
Youth Volunteers when considering commendation are allowed to accumulate their time participating in work within the above-mentioned time limits to ensure they meet the standards for considering and posthumously awarding the "Resounding Youth Volunteer Medal".
Decision No. 01/2026/QD-TTg takes effect from January 1, 2026 and expires from March 1, 2027.
