On June 4, in Hanoi, the General Staff of the Vietnam People's Army (VPA) organized a Conference to draw experience from local military organization activities when implementing 2-level local government.
General Nguyen Tan Cuong - Member of the Party Central Committee, Member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense - chaired the conference.
According to the Ministry of National Defense's Electronic Information Portal, concluding the Conference, General Nguyen Tan Cuong requested agencies and units to strengthen leadership and direction to ensure unity and synchronization between levels; promptly issue directives, resolutions, programs, and plans to concretize them in accordance with the conditions and characteristics of each agency and unit; regularly innovate leadership methods and improve the effectiveness of direction and administration.
Continue to study, adjust, and amend and supplement a number of articles of laws on military and defense; decrees of the Government related to the military and defense fields; resolutions and regulations of the Central Military Commission; circulars and guidelines of the Ministry of National Defense to suit local military organizations associated with 2-level local authorities.
Organize the staffing of agencies and units directly under the Provincial and City Military Commands (CHQS) in the direction of "efficient, streamlined, strong", flexible, and effective; synchronous and reasonable organizational structure between components and forces to meet the requirements of local military and national defense tasks. Gradually study adjusting the number of personnel for the Commune-level Military Command to meet task requirements.
General Nguyen Tan Cuong also reminded agencies and units to review and select cadres to be mobilized to meet the organizational capacity of the commune-level Military Command; strengthen the organization of training and fostering to improve professional qualifications for cadres and staff.
Research, adjust, and supplement the regulations on operational advisory work, operational orders; promulgate a system of training advisory documents for the Commune-level Military Command, directives and guidelines on building regularity, building comprehensively strong units "model and typical", handling discipline... suitable for the current local military organization.
Promote and synchronously implement administrative reform and digital transformation contents, creating a strong shift in organizational mechanisms, construction, and management; meeting the requirements of state management in the military and defense fields.
General Nguyen Tan Cuong requested to regularly grasp the situation, strengthen inspections, promptly remove difficulties and obstacles right from the grassroots level; strictly manage facilities and defense land to prevent degradation and encroachment.
The report at the conference also stated that from July 1, 2025 to date, the Central Military Commission and the Ministry of National Defense have led and directed the dissolution, establishment, merger, and reorganization of thousands of local military organizations.
After nearly a year of task implementation, all levels have led and directed to do well in educating, raising awareness and responsibility for Party committees, Party organizations, and the contingent of cadres and party members about the major and important guidelines and policies of the Party.
From there, cadres, party members and the masses have firm political bravery, well-defined ideology, strictly comply with assignment and mobilization, and are ready to receive and complete assigned tasks well.
